A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE FINAL ENVIRONME~TAL
IMPACT ASSESSMENTS FOR THE FIFTH YEAR HOUSING
AND COMMUNITY DEVELOPMENT BLOCK GRA~T APPLICATION.
WHEREAS, it was necessary to prepare envlronmental
assessments for the proJects proposed in the Housing and Community
Development Block Grant appllcatlon; and
WHEREAS, the environmental status of each project was
determlned and the appllcable assessment prepared~ and
WHEREAS, public notlfication was conducted in a manner
provldlng cltlzens adequate opportunlty to review and comment on
the draft assessments; and
WHEREAS, departments and agencies having speclal interest
or jurisdlctlon over the proJects reviewed the draft assessments~ and
WHEREAS, no comments or suggested revlsions have been
received to date; and
WHEREAS, the followlng draft environmental assessments have
been prepared for each new proJect contained ln the 1979-80 Communlty
Development Block Grant appllcatlon:
1. A Notlce of Findlng of No Significant Effect on the
Envlronment and a Negatlve Declaratlon for Housing Programs to Beneflt
Low/Moderate-Income Households.

2. A Notice of Findlng of No Slgnificant Effect on the
Environment and a Negatlve Declaratlon for a Multlservlce Center
for Soclal SerVlces.
3. A Notlce of Flndlng of No Slgniflcant Effect on the
Environment and an Exemptlon Declaration for Public Works and Street
Improvements ln support of the Housing Rehabllltatlon Program.
4. A Notice of Finding of No Signlflcant Effect on the
EnVlronment and an Exemptlon Declaration for Restroom Modifications
for the Handlcapped.
5. A Notice of Findlng of No Slgnlflcant Effect on the
Environment and an Exemption Declaration for a Residential Securlty
Program.
6. A Notlce of Flndlng of No Slgnlficant Effect on the
EnVlronment and an Exemptlon Declaration for Expanslon of the Senlor
Recreation Center.
7. A Notlce of Flndlng of No Significant Effect on the
EnVlronment and an Exemption Declaratlon for Modiflcatlons to Parklng
Structures to Increase Security.
8. A Notice of Flnding of No Signlflcant Effect on the
EnVlronment and an Exemptlon Declaration for Wheelchair Ramp Improve-
ments.
Addltional proJects to be covered under the 1979-80 Comnunlty
Development Block Grant funding are exempt from enVlronmental review.
They lnclude Planning and Administration; Contlngency Fund; and,
Payment of Interest on Ocean Park Redevelopment ProJect Debt.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. That the Flnal Environmental Impact Assessments
are completed ln compliance with the Californla Envlronmental Quality
Act, State and City gUldellnes, and Federal regulatlons.
SECTION 2. That the Clty Councll has revlewed and conSldered
informatlon contalned ln the Final Environmental Assessments.
SECTION 3. That the Clty Counell determines that the project,
the Housing and Community Development Block Grant application, will not
have a substantial adverse impact on the environment.
SECTION 4. That the City Council designates the Clty Manager
as the authorlzed representatlve of the City of Santa Monica to act in
connection wlth the appllcation, and to provide such addltional
lnformatlon as may be requlred.
SECTION 5. The City Clerk shall certlfy to the adoptlon
of thlS resolution, and thenceforth and thereafter the same shall
be in full force and effect.
