A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA lJAIVING COUPETITIVE BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF A TREE ROOT CUTTER.
vffiEREAS, damage to curbings and sidewalks can be reduced by
limiting tree root spread with a tree root cutter; and
HHEREAS, only one (1) manufacturer in the United States is
known to produce this specific type of equipment; and
WHEREAS, to solicit bids for this machine would entail
additional expense and delay with no assurance of tangible benefit.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1: That the City Council finds that the need exists
for a tree root cutter.
SECTION 2: That this specialized machine is available fro~
only one (1) source.
SECTION 3, That to call for bids would entail expense and
delay with no assurance of tangible benefit.
SECTION 4: That the City Manager is authorized to negotiate
directly for this tree root cutting machine without calling for bids.
