RESOLUTIO~ KO. 5226(CCS)
A RESOLUTION OF THE CITY COUNCIL OF SANTA MONICA,
CALIFORNIA, URGING THE STATE LEGISLATURE TO PASS
LEGISLATION APPROPRIATIXG STATE FUNDS TO SUPPORT
MOSQUITO ABATEMENT DISTRICTS.
WHEREAS, the Los Angeles County West ~10SqUlto Abatement
District lS one of many special districts serlous1y impacted by
Propositlon 13; and
WHEREAS, local mosquito abatement districts, funded
solely by property taxes, have suffered budget reductlons averaging
over 60% due to Proposltlon 13, causlng devastating effects upon
local mosquito prevention and control programs, and
WHEREAS, these locally controlled government units were
formed in response to demands of local residents to protect them
from mosquitoes and the dlseases they transmit; and
WHEREAS, the Los Angeles County West Mosquito Abatement
Dlstrlct serVlces an area in excess of 400 square mlles, lncluding
the City of Santa Monlca, and ~lthout its serVlces sald area may
well expect a resurgence of mosquito-borne diseases such as malaria
and encephalitls; and
WHEREAS, there are no other organizatlons, lncludlng the
state, county or local health departments, that are prepared or
capable of providing this very necessary health protectlon to the
people of the State of Ca1ifornla, and partlcularly to the thousands
of cltizens ln the Greater West Los Angeles area,
NOW, THEREFORE, the City Councll of the City of Santa
Monlca, by unanimous vote, calls upon lts State leglslators to
support pendlng leglslation that will properly fund these dlstrlcts

so that they can contlnue to provide the health serVlces so badly
needed by the citizens of Santa Monica and the State of Callfornia.
The City Clerk shall certify to the adoption of this
Resolution.
