R-5250 '9-. . · e -e RESOLUTON NO. 5250(CC5) (City Councll Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING FILING OF AN APPLICATION ON BEHALF OF THE LEAGUE OF CALIFORNIA CITIES WITH THE CALIFORNIA COUNCIL ON CRIMINAL JUSTICE FOR FEDERAL FUNDING OF A CRIMINAL JUSTICE PLANNING AND TECHNICAL ASSISTANCE UNIT. WHEREAS, the League of Cal1fornla Cltles desires to undertake a certa1n proJect des1gnated Cr1minal Justlce Planning and Technical Asslstance Unlt to be iunded ln part from funds made ava11able pursuant to the Crime Control Act of 1973, P.L. 93-83, admlnlstered by the Off1ce of Criminal Justice Planning (hereafter referred to as OCJP) for the Callfornia Council on Criminal Justice. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Manager of the City of Santa Monlca 15 authorized, on lts behalf, to submlt the attached Appllcatlon for Grant for Law Enforcement Purposes lncludlng any extenslons or amendments thereof. SECTION 2. That the applicant agrees to provide all matchlng funds requlred for said project (including any extenslons or amendments thereof) under the Crlme Control Act and the rules and regulations of OCJP and the Law Enforcement Assistance Administration (LEAA) and that cash will be appropriated as required thereby. SECTION 3. That grant funds recelved hereunder shall ~. ... . e- not be used to supplant on-going law enforcement expenditures. SECTION 4. The City Clerk shall certify to the adoptlon of this resolution, and thenceforth and thereafter the same shall be in full force and effect. The City of Santa Mon~ca, on behalf of the Los Angeles County Division of the League of California Cities, requests fourth-year funding for a Criminal Justice Planning Unit. This proposed unit will be cOMprised of three full-time staff persons. Services to be provided to the cities in Region R which do not at present have a pass-through criminal justice planning unit, include: technical assistance in project and evaluation design development. Specifically, the project's object~ves include: 1. To provide technical assistance to cities in the form of workshops, conferences, education, literature, etc. 2. To identify alternate ~odels by which cities can address needs related to activities of the justice system. 3. To assist in the identification of projects to address justice system needs. ' 4. To provide technical assistance to projects sponsored by cities in Region R. 5. To work with the County of Los Angeles in developing demonstration projects. 6. To develop a work plan by June~ 1979 for the transitiona1 merger of CJPU and the Regional Justice Planning Board. The project w~ll also provide for a Criminal Justice Advisory Committee to provide project staff with the appropriate policy direction. Evaluation of the proposed project will also rest with the Committee using an evaluation design jointly developed by the Planning Board~ League and project staff.
