A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING CO~WETITlVE BIDS A~D
AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE
OF A USED AUTOMOBILE
WHEREAS, the pol~ce department of the C~ty of Santa Mon~ca has need of a
used automob~le suitable for use ln surve~llance operatlonsi and
~~EREAS, ~t would be ~ff~cult to comp~le comprehenslve speclflcatlons
encompa8s~ng all of the variables that ~ght eXlst, even between automob~les of
the same make, model and year i and
~VHEREAS, to call for blds would ental1 expense and delay w~th no assurance
that any dealer wlll remove a car from the market pendlng notlce of the Clty'S bld
acceptance or re]ectlon.
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA OOES RESOLVE
AS FOLLOW'S:
SECTION 1: That the Clty Councl1 flnds that the need eX18ts to purchase
a used automobl1e for the Pollce Department.
SECTION 2: That the nature of purchas1ng a used automoblle does not lend
~tself to normal compet~tive b~d procedure due to the many varlables posslble between
used automoblles.
SECTION 3: That call~ng for competltlve blds would enta~l expense and
delay wlth no assurance of beneflt to the C~ty.
SECTION 4: That the C1.ty Manager 1.8 authorized to negot1.ate dl.rectly for
a used automoblle Wl.thout call1ng for blds.
