A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING COMPETITIVE BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF PU}WING PLANT EQUIPMENT
WHEREAS, additional flow measuring equipment is necessary to
implement the scheduled capacity expansion at Moss Avenue Pumping Plant;
and
\ffiEREAS, one (1) manufacturer is known to supply instrumentation
that will interface with existing equipment; and
WHEREAS, to solicit bids for this equipment would entail expense
with no assurance of cost benefit and delay that could jeopardize the
accomplishment of related critical projects.
NOH, THEREFORE, THE CITY COUr-~CIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1. That the City Council finds that the need exists
for this additional recording equipment.
SECTION 2: That one (1) manufacturer is known to be capable
of supplying material that will interface with the existing system.
SECTION 3
That to call for bids would entail expense and
delay with no assurance of tangible benefit.
SECTION 4: That the Citv Manager is authorized to negotiate
directly for this flow recording equipment without calling for bids.
