A RESOLUTION RATIFYING THE SPECIAL
MEETING OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA HELD APRIL 18, 1979.
WHEREAS, on April 17, 1979, the City Council of the
City of Santa Monica m~t to cert1fy the General Munic1pal Elec-
tion held April 10, 1979, to 1nsta11 newly elected Councilmembers,
and to elect a Mayor and Mayor Pro Tempore, as required by the
Elect10ns Code and by the City Charter; and
WHEREAS, at that meeting, the newly elected Mayor
called a special meeting to take place on April 18, 1979, at 8:30 P.M.,
to discuss the procedures for appointing an Interim Rent Control
Board, to hold an Executive Session regarding pend10g litigat10n
and to adopt an ord1oance relating to the Elect10n of the permanent
Rent Control Board, as requ1red by Article XVIII of the C1ty Charter;
and
WHEREAS, the special meet1ng of April 18, 1979, was
held, and the agenda items were discussed, and the Council speci-
fied a procedure for the appointment of the Interim Rent Control
Board, d1rected the City Attorney to prepare leg1slat1on and opin1ons
to clarify and implement Art1cle XVIII of the City Charter in light
of pending l1tigat1on, and adopted an ordinance calling a spec1al

election for June 26, 1979, and prescribing the procedure there-
for; and
WHEREAS, Councilmernber Donna Swink was absent from
that special meeting; and
WHEREAS, the City Council des~res to rat~fy all action
taken at that special meeting, so that there be no doubt as to
the legality of the business transacted thereat;
THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES
AS FOLLOWS:
SECTION 1. All business transacted at the speclal
call City Counc11 meeting held on Apr11 18, 1979, 15 hereby ratl-
fied and conflrmed, and deemed to have been adopted at a regular
meeting of thlS City Councll.
SECTION 2. The City Clerk shall certify to the adopt~on
of this resolut1on and thenceforth and thereafter the same shall
be 1n full force and effect.
