A ~ESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ~ONIGA ESTABLISHING A PROCEDURE FOR THE
PROCESSING OF PE~ITS TO SELL SAFE AND SANE FIRE~
\IfORKS
WHEREAS, at the meetinq of May 8, 1979 the City Councll
introduced an ordinance permitting the sale of safe and sane fireworks
within the City of Santa Monica, and
l'IHEREAS. in the ordinary course of events such an ordinance
would not take effect until June 21, 1979t and
~~EREASt such ordinance provides that the manner of application
and selection of organizations permitted to sell safe and sane fireworks
be established by resolution,
NOW, THEREFORE~ BE IT RESOLVED TH~T:
SECTION 1. Beginning at 8:09 a.r.J. on '4ay 11. 1979 and endin9'
at 5'00 0 m. on ~'ay 17,1979. the City Clerk is authorized to acceot written
requests for a permit application to sell safe and sane fireworks. Such
requests are to include a statement of non-profit status and of operation
in Santa Monica for the past five years.
SECTION 2. If more than five such requests are made, the City
Clerk is authorized to conduct a random drawinq at 9:00 a.m. on May 18, 197Q
and to submit a list of the eliqible organizations in the order in which they
were drawn to the Fire Department. The City Clerk shall further notify the first
five organizations of their eligibility to apply to the Fire Department for a
pernn t.

SECTION 3. The Fire Department is authorized to prepare permit
application forms. to receive completed applications and to notify the first
five organizations on the eligibility list who successfully meet the permit
requirements that a permit will be issued to them on the effective date of the
Ordinance.
SECTION 4. Beginning in 1980. the application process shall be
as follows:
1. Requests for permit applications shall be submitted
to the City Clerk durin~ the month of February.
2. If a drawing is necessary. it shall be conducted by
the City Clerk on March 1st or if March 1st falls on a weekend
or holiday, such drawino Shall be held on the first work day
thereafter.
3. Permits shall be issued by the Fire De~artment to the first
flve eliqible organizatlons upon fulfillment of all necessary
conditions.
