R-5302 .. e e RESOLUTION NO. 5302(CC5) e RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA OPPOSING CONSOLIDATION OF GOVERNMENT SERVICES IN CERTAIN AREAS PROPOSED BY THE LOS ANGELES CITY-COUNTY CONSOLIDATION COMMISS ION WHEREASt the Board of Supervisors has created a Los Angeles City-County Consolidation Commission for the purpose of studying the consolidation of services in varlOUS city and county functional areas for the pur-pose of "effi ci ency" and II economy II ; and WHEREASt the Consolidation Commission has solicited opinions from local elected officials in regard to sixteen proposals for con- solidation of local government functions; NOW. THEREFORE. the City Council of the City of Santa Monica resolves as follows: Section 1. The City Council, after consideration of the sixteen proposals, opposes consolidation of the followinq functions; Buildlnq and Safety, Animal Controlt Data Processlng, Business Licenses. Criminal Prosecu- tion. Airports, Planning and Zoninqt Parks and Recreationt Communications, Civil Service Examinationst Purchasing, Police Pistol Ranges and Crime Labs. Section 2. The City Council recommends that the Los Angeles City- County Consolidatlon Commission further investigate the consolidation of Police Training Academies. Any consolidation should be conditioned upon the scheduling of beginnlng classes at a frequency which minimizes delay between date of hire and commencement of training. Section 3. The City Council recommends that the Commission further investigate consolidation in the area of automated storage and retrieval of crimlnal offender records, so long as local agencies can continue to maintain reports and records of local interest. e . . Section 4. The City Council recommends that the Commission investigate the expanSlon of the concept of regional agreements for cooperative employment testing among neighboring cities. Section 5. The City Councll recommends that the Commission investigate expansion of the existing cooperative bidding program of the County of Los Angeles. Section 6. The City Clerk shall transmit coples of this resolution to the Board of Supervisors, the Los Angeles City-County Consolidation Commission and Supervisor Edmund D. Edelman.
