A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING SPECIAL PURCHASING
PROCEDURES FOR BOOKS AND OTHER CIRCTJLATING
LIBRARY MATERIALS AND ESTABLISHMENT OF A
CHECKING ACCOUNT TO EFFECT PAYMENT OF TRESE
PURCHASES
WHEREAS, the Santa Monica Public Library has need to purchase
books and other circulating library materials; and
\{HEREAS, a significant number of these purchases total less
than one hundred dollars ($100.00), and
WHEREAS, the prices paid are not subject to competition or
negotiation, and
WHEREAS, the purchasing and payment system currently in use
for these acquisitions involves expense and delay with no off-setting
benefit.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Librarian is authorized to order
these materials directly, subject to the one hundred dollar ($100.00)
limit, without reference either to the City Controller or the Purchasing
Agent.
SECTION 2. That a separate checking account shall be established
for the City Librarian solely for the purpose of directly paying for these
special purchases.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter, the same shall be in full
force and effect.
