RESOLUTION AUTHORIZING THE FILING OF ~~ APPLICATION WITH
THE DEPARTMENT OF TRANSPORTATION, UNITED STATES OF ~~ffiRICA,
FOR AN OPERATI~G GRfu~ U~DER SECTION 5 OF THE URB_~ MASS
TRANSPORTATION ACT OF 1964, AS AMENDED
h~EREAS, the Secretary of Transportation is authorlzed to make grants for
mass transportatlon projects,
WHEREAS, the contract for flnanClal asslstance wlll lmpose certaln obliga-
tions upon the appllcant, lncludlng the prOVIsion by it of the local share
of proJect costs;
\~EREAS, ~t 15 requ1red by the U. S. Department of Transportat1on to accord
with the provislons of Title VI of the Civll Rlghts Act of 1964, that 1n
connection wlth the f1ling of an appllcatlon for ass1stance under the Urban
Mass Transportatlon Act of 1964, as amended, the appllcant glve an assurance
that It wlII conply wlth Tltle VI of the Civil Rlghts Act of 1964 and the
U. S. Department of Transportat1on requ1rements thereunder; and
h~EREAS, It is the goal of the Appllcant that m1nority business enterprise
be ut1llzed to the fullest extent possible in connection with thls proJect,
and that deflnlte procedures shall be established and adminIstered to ensure
that m1norIty bUSInesses shall have the max1mum feas1ble opportun1ty to
compete for contracts when procur1ng construct1on contracts, supplies,
equlpment contracts, or consultant and other services:

That the City Manager lS authorlzed to execute and flle an
appllcatlon on behalf of the Santa Mon1ca MunIclpal Bus L1nes
w1th the U. S. Department of Transportatlon, to a1d 1n the
f1nanc1ng of the trans1t operatlons for the 1979 flscal year.
That the Clty Manager lS authorlzed to execute and flle wlth
such appllcatlon an assurance or any other document requ1red
by the U. S. Department of TransportatIon effectuatlng the
purposes of TItle VI of the C1V1l R1ghts Act of 1964.
That the Clty Manager 1S authorized to furnish such addltional
informat10n as the U. S. Department of Transportat1on may reqUlre
ln connectlon wlth the applicatIon or the proJect.
That the Clty Manager 1S authorlzed to set forth and execute
afflrmative mlnorlty buslness pollcles in connectlon with any
of the project's procurement needs.
That the City Manager 15 authorIzed to execute grant contract
agreements on behalf of the Santa Monlca ~mn1clpa1 Bus Lines
WIth the U. S. Department of Transportat1on for aid ln the
fInanc1ng of the operating asslstance proJects.
