WHEREA~t the C~tx council;finds that a substantial
number of disput~s 6ver rental housing issues ex~st in the
C~ty of Santa Mon~ca; and
WHEREAS, the City Counc~l finds that d~sputes between
citizens sbould be r~solved peacefully and falrly, wlthout uridue
expenSe or delay or unnecessary resort-to the crowded courts:
and
WHEREAS, the City Council intends to establlsh a
flrm, factual base for a judgment whether to leglslate or pro-
pose legislation to the people concerning rental hOUSlng
issues; and
WHEREAS, the City Council is~ebneerned with problems
of hous~ng people of low and moderate income and the elderly;
and
WHEREAS, the City Council deslres to maintain flexi-
bility in lts ability to respond to housing problems and to
minimize excessive bureaucratlc costs~

2) The~City Manager is authorized and directed to
enter into a contract, No. _~11& with a Coor-
dinator oz the Service; the Coordinator is author-
ized and directed to'perform the contract accor-
ding to its terms.
3) The contract with the Coordina~or shall exist
until June 30, 1979, and s~all terminate on that
date, unless specifically extended by action of
the Council.
4) The Coordinator shall perform, as spec~f~ed in
the contr~ct, the functions of: informat~on and
referral; mediation, fact finding and arbitration;
surveying rental housing problems and trends; and
aSiisting in preparing reports for the City council
at its January 9, 1979 and June 12, 1979, meetings.
5} The City staff shall determine problems and trends
affecting the rental housing market of the City
of Santa Mon~ca, and shall prepare a report based
upon its findings for the January 9, 1979 meet~ng
of the City Council; the staff shall prepare a
further report, to include the exper~ence of the
serv~ce in resolving rental housing d~sputes, for
the June 12, 1979 meeting of the City Counc11.
6) The sum of th1rty thousand dollars ($30,OOn)
appropriated by the Council at its September 26, 1978
meeting shall be used for the salary of the media--
tor, clerical support, supplies and other expenses.
