A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING COMPETITIVE BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF TRAFFIC PAINTS
~~EREAS, the City of Santa ~onica has the continuing
requirement for traffic paints; and
WHEREAS. the cost of labor and equipment to apply paint
and the estimated longevity are factors as well as per gallon cost, and
WHEREAS. stripe and sign visibility is a subjective judgement
in determining this longevity; and
WHEREAS, the competitive bid process entails delay and expense
with no assurance of obtainin the lowest cost per year of service.
NOW. THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1. That the City Council finds that the continuing
requirement exists for traffic paints.
SECTION 2. That the initial product cost must be evaluated
in conjunction with the application cost and estimated useful life to
ascertain the lowest cost to the City.
SECTION 3. That competitive bid procedure for these products
will incur expense and delay without contributing significantly to the
development of lowest cost.
SECTION 4. That competitive bid procedure is waived and the
City Manager is authorized to negotiate directly for the purchase of
paint products.

SECTION 6. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
