RESOLUTION NO. 5140(CC5)
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA INITIATING
PROCEEDINGS FOR THE BOUNDARY
REORGANIZATION OF AREAS WITHIN THE
CITIES OF SANTA MONICA AND LOS ANGELES
IN ACCORDANCE WITH APPROVAL OF LOS
ANGELES COUNTY LOCAL AGENCY FORMATION
COMMISSION (LAFCO).
THE CITY COUNCIL OF THE CITY OF SANTA MONICA HEREBY
RESOLVES AS FOLLOWS:
WHEREAS, the Los Angeles County Local Agency
Format1on Comm~ssion (LAFCO) has adopted Resolution No. C-1978-61
authoriz~ng the City of Santa Mon1ca to be the conducting
author1ty for the boundary reorganizat1on of ~pprox1mately
twenty-e~ght acres of inhabited terr~tory, ly~ng along the
rim of Santa Mon1ca Canyon, westerly of San Vlcente Boulevard
and including f1fty-e~ght single-family residential units
on Esparta Way and Ermont Place, as indicated ln said LAPCO
resolution and described in Exhibit "Alii and
WHEREAS, residents of the affected area, ch1efly
Mrs. lna Bezahler, commenced preliminary proceedlngs for
the mun1cipal reorgan1zatlon by petltioning for annexat10n
of their property to the C1ty of Santa Monica and detachment
from the Clty of Los Angeles; and
WHEREAS, the area deslgnated is known as mun1cipal
reorganizat1.on "Annexat1on Number 7" to the City of Santa
Monica (detachment from C1ty of Los Angeles); and
WHEREAS, the reasons for the proposed annexation and
detachment are to align City boundaries wlth the natural

conformation of the rim of Santa Mon~ca Canyon, with existing
physical improvements and developments, and with the
community 1dentlty and deslre of residents in the affected
area; to assure close and safe bus serV1ce to elementary and
junior high sch~ols; to insure more efficient del1very of
municlpal s~rvices, part1cularly with respect to police and
fire protect1oni and to promote accesslb111ty to librariesl
commun1ty- services, and parks, partlcularly for senior
cit~zens; and
WHEREAS, the property owners of the areas ~nd~cated
withln the attached descr1ptlon are hereby glven the
opportunity to protest against said boundary reorganlzatlon
to the City Clerk of the City of Santa Monlca prior to the
schedule of hear~ngi and
WHEREAS, the Clty of Santa MODlca shall be respoDSlble
for appllcable State Board of Equa1lzatlon fees for this
proposal,
XOW, THEREFORE, the Clty COUDCll, as the cDnductlng
authority hereby fixes the tlme, date and place for the publlC
hearIng on the proposed detachment to be 7:30 p.m.,
December 26, 1978, in the Santa Monica City CouncIl Chambers,
1685 Main Street, Santa Monica, California.
