WHEREAS, a draft Air Quality Management Plan was sent
to the City of Santa Monlca on November 1, 1978 with a
request for revlew, comment, and approval of a draft plan
by December 15, 1978 to be followed by approval of the final
plan by January 15, 1979 and adoptlon thereafter; and
WHEREAS, the final Air Quality Management Plan for the
South Coast Air Basln will be adopted by SCAG and SCAQMD by
January 31, 1979 a~d Iorwarded to the State Air Resources
Board [ARBl and state legislature for. oompllance with
Sectlon 40464 of the 1976 California Lewls Quality }2nage-
ment Act, and therefore will be adopted by ARB and forwarded
to the Federal Envlronmental Protection Agency [EPAj in com-
pliance wlth Section 176[a] [3] of the Federal Clean Alr
Act of 1970, as amended; and
WHEREAS, the City of Santa Monica wishes to eVldence
by._resolution 1 ts commi ttment to the SOuth Coast Air' Quality
F~nagement Plan appropriat~ to lt$, jurisulctlon;
NOW THEREFORE BE IT RESOLVED, that the City Council
,
of the Clty of Santa Monica hereby:
1. Approves the general concept of the South Coast Alr
Quality Management Plan for submlttal to the State and
Federal Governments;
2. Declares its support for the measures recommended
in the draft AQMP.or substitutes other comparable measures
for adoption by the SCAG Executive Committee and SCAQMD Board;
3. Agrees that the population growth forecasts to be
mi~gated by the AQMP are those contained in the SCAG De-
velopment Guide [SCAG-78J:

quality, and transportat1on plans; and
