RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ~10NICA
AUTHORIZING THE FILING OF AN APPLICATION FOR FIFTH YEAR
CO~~UNITY DEVELOPMENT BLOCK GRANT FUNDS UNDER THE HOUSING
AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED OCTOBER,
1977.
NHEREAS, the City Councll of the City of Santa Monlca held
public hearlngs on January 9, 1979, to determine co~~unlty development
and houslng needs, to review the draft applicatlon and to receive
comments on communlty development performance; and
WHEREAS, a survey of housing condltlons was conducted ln the
City of Santa Monica; and
WHEREAS, a Citizen Partieipatlon Plan was developed to
provide cltizens wlth adequate informatlon concernlng the amount of
funds aval1able for proposed communlty development and hOUSlng
actlvlties, the range of actlVlties that may be undertaken and other
important requirements; and
WHEREAS, eitlzens were provided an adequate opportunlty to
particlpate in the development of the application and ln the develop-
ment of any revlsions, changes or amendments; and
WHEREAS, on January 23, 1979, the Clty Council unanimously
approved a final appllcation for submission to the Southern Callfornia
Assoclation of Governments in compliance wlth OMB Clrcular A-95
clearinghouse requirements and approval of certificatlons required
with the appllcation.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the C~ty Counc~l of the Clty of Santa
r10nica possesses legal author~ty to apply for the grant and to
execute the proposed proqram.
SECTION 2. That the C~ty Council authorizes the f~ling of
the appl~cation, including all understandlngs and assurances contained
therein.
SECTION 3. That the C~ty Counc~l des~gnate the City Manager
as the author~zed representative of the City of Santa Monica to act
ln connect~on w~th the appl~cation and to provide such addit~onal
~nformat~on as may be required.
SECTION 4. The City Clerk shall cert~fy to the adoption of
this resolutlon, and thenceforth and thereafter the same shall be ~n
full force and effect.
