A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA !10NICA SUBNJTTING
TO THE QUALIFIED ELECTORS PROPOSITION
lien, AN INITIATIVE CHARTER AMENDMENT
PROPOSING A SYSTEM OF RENT CONTROL IN
THE CITY or SANTA MONICA, AND CONSOLI-
DATING AN ELECTION CONCERNING THE
GOVERNING BOARD OF THE SANTA lIDNICA
UNIFIED SCHOOL DISTRICT WITH THE GENERAL
MUNICIPAL ELECTION TO BE HELD ON THE
TENTH {10TH} DAY OF APRIL, 1979.
HHEREAS,. a general rnun1cipal election has been
called for the tenth (10th) day of April, 1979~ and
WHEREAS, a petition for SUb~1ss~orr_to the voters

of a proposed anendment ~o the Charter of the C1ty of ~anta
Monlca has been circulated within~th~ City; and
~mERLAS, said pet~t1on has be~n:s~gned by tne
requlslte number of el~glble persons to qualify for the
ballot~ and
WHErtEAS, there are four (4) seats to be filled on
the Govern1ng Board of the Santa Monlca Unified School Distrlct;
and
NHEREAS, Sect~on 23300 et. seq. of the Cal~forn~a
Electlons Code allows for the consolldation of two (2) or more
elections of any c~ty and other politlcal subdlvision.

NOW, THEREFORS,THE CITY COUNCIL O~ THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. Tha€ an election to fill four -(4) seats
on the Governing Board of the Santa Monica Unified School
D1strlct De consolidated wlth the general rnuniclpal election
to be held on Apr~l 10, 1979. The Clty Clerk shall glve notlce
of the election pursuant to Section 5343 of the California
Education Code and a sample ballot and card containing election
data shall be mailed to the voters puxsuant to Sectiorr 5364
-at the Callfornla Edu~at1on Code. Separate ballots shall be
prov1ded for those_ voters who res1de outs1de t~e City of
Santa Monica pursuant to Sections 23304 and 23301.5 of the
California Elections Code.
SECTION 2. At the general municipal electlon, the
followlng proposltion 18 to be subm1tted to the qualified elec-
tors of the Clty of Santa Monlca~

SECTION 4. The polls for said electlon shall be
open at 7:00 A.M. on the day of said electlon and shall reffialn
open continuously from said time untl1 8:00 P.M. on the same

provlded by the Electlons Code of the State of Callfornla.
SECTION 5. The Clty Attorney is directed to pre-
pare an lmpartial analysis for said propositlon pursuant
to Sectlon 5011 of the Elections Code of the state of Cali-
fornia.
SECTION 6. The City Clerk shall cause the text
of said proposed charter amendment, as contalned ln said
petition, to be mailed to all qualifled voters wlth the
sample ballot at least ten (10) days prior to the election,
pursuant to Section 4018 of the Elections Code of the State
of California.
SECTION 7. The City Clerk, not less than forty
(40) days and not more than Slxty {GO)-days before the
tenth (10th) day of April, 1979, shall cause this resolution
to be publlshed once in the official newspaper of the City
of Santa Monica, to Wlt: The Santa Monica Evenln~ Outlook,
a newspaper of general clrculation wlthln the City of Santa
Monica, and in each edltlon thereof during the day of publi-
catlon, and shall until the day fixed for the election upon
such proposed amendment, adve~tise in said Evenins Outlook,
a not4ce that copies of such proposed amendments may be had
upon application therefor.
SECTION 8. Th€ City Clerk shall certify to the
adoptlon of this resolutlon, and thenceforth and thereafter
the same shall be in full force and effect.
