R-7011 . -' e e RP:DTA:EA:bmc Councll Meet~ng: ~ - Santa Monlca, Callfornia Resolution No. 7Dll(CCS) (City Councll Serles) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING PROCEDURES AND CRITERIA FOR CONDUCTING RUNNING RACES. WHEREAS, it is proposed that the City of Santa Monlca establlsh certaln procedures and cr~terla for conducting runnlng races; and WHEREAS, the conducting of such runn~ng races 1S in the publ~c interest, and for the beneflt of the Clty of Santa Monica, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1- The Recreat1.on and Parks Department shall be the lead department 1n the reVlew &nd approval of appl1.cat1.ons for runnlng races. SECTION 2. The followlng schedule 1.S established for f1.ling and processing appl1.cations for runnlng races Approval/D1.sapproval Filing Deadline Deadl~ne 1st Quarter (Jan-Mar) July 1 Aug. 15 2nd Quarter (April-June) Oct. 1 Nov. 15 3rd Quarter (July-Sept.) Jan. 1 Feb. 15 4th Quarter (Oct.-Dec.) Apr. 1 May 15 SECTION 3. The annual number of races shall be llmlted to a total of six lOK and/or marathon races, unless walved by motion approved by the City Council. SECTION 4. The following races shall be included in - 1 - . < e e the total number of annual races: Santa Monica Recreation and Parks Department IOK Santa Mon~ca Recreation & Parks Department Marathon Soc~al Services lOK SECTION 5. The follow~ng cr~ter~a shall be used ~n- determin~ng the ellgiblllty of appllcation: a. Appllcatlon has been properly sUbmitted to the Clty of Santa Mon~ca Event Management Team withlh the deadlines with necessary ~nformat~on. b. Fund ral.sing events with an agency sponsoring the races shall be liluted to the Cl.ty in its officlal capacl.ty and Santa Monica based non-profl.t soclal serVlce agencl.es lncluding the Community SerVl.ce Council. c. No route can be used more frequently than four times per year so as not to lmpose upon the people who ll.ve on that partlcular route. d. Establl.shed events shall have priorlty over other events unless the event was not held the preceed~ng year or 1.n the Judgement of Event Management Team the event should not be repeated. e. Groups or indivlduals applying wl1l be glven prlorlty in the followlng order If they need other crlter1a items: 1- Races sponsored by the Cl.ty of Santa Monica. 2. Santa Monlca based non-profit groups. 3. Santa Mau1.ca based commercial interest with races of natl.onal sign1.ficance. . 4. Non-Santa Monlca based commercial interest, with - 2 - . e e races of natLonal s.l.gnLfLcance. f. Cons~deration w~ll be g~ven to the impact the event will have on the communLty with relatlon to time of day, traffic, park1ng and length of the event. g. W1th races of nat10nal importance, the f1nanc1al return and publicity to the City will be considered. h. Exper1ence level of the promoter or race d1rector will be considered along with their ability to prepay for all C1ty services in advance. SECTION 6. The follow~ng materLals w111 be required to be subm1tted by the applicant w~th the applicat1on: a. Map of race route des.l.red. b. Signed contract w1th sponsor. c. S.l.gned contract or ver~flcat1on of cornm.l.tment for televislon or other media coverage. d. Veriflcat10n of comm1tment from nat10nal or inter- nat~onally known runners. e. Ver1f1cation of the race be1ng part of a qual.l.fying system for nat.l.onal or .l.nternat.l.onal races. f. Sample of flyers to be d1strlbuted to homes and bUS1nesses along route .l.nfOrmlng the occupants of the pending race. g. A non-refundable appl~cation fee of $100 pa.l.d by certlf~ed cash~er's check. h. EVldence of promoter exper~ence in this type of act1.vity. i. Statement as to reason for race, who benefits, type of sponsorship. . - 3 - e e J. Ingress & Egress: The promotor shall make appro- priate accernmodations to insure l.ngress and egress of res1.dents along the race route. Th1.s plan shall be submitted to the D~rec- tor of Recreat1.on and Parks for approval thirty (30) days prior to the race date. SECTION 7. Race signs: Promot~onal signs W1.ll not be perm1.tted in resident1.al areas. They will be llm~ted to the start/finish area and other approved locations w1.thin Clty. Dl- rectional slgns may be used along the race routes. All s1.gn deslgns and locat~ons are to be subm~tted to the D~rector of Recreat~on and Parks for approval thlrty (30) days prlor to the race. SECTION 8. Route Frequency: No approved race route can be used more frequently than once every two months nor more than four tlmes per year. SECTION 9. The followlng procedure shall be used ln the selection of the races to be run: a. The Event Management Team wlll reVlew all appl1.ca- tlons properly submltted wlthln the deadllnes for each quarter. The Event Management Team wlll determ1.ne which races wlll be per- rnltted within that quarter. b. Any interested person may appeal a declsion of the Event Management Team to the Recreatlon and Parks Comm~ss~on with~n 10 days of the decislon of the Event Management Team. c. Any interested person, lncludlng a C~ty Councilmem- ber, may appeal a deC1Slon of the Recreatlon and Parks Commlsslon to the city Councll within 10 days of the declsion of the Recre- at~on and Parks Commission. - 4 - . - e e d. The staff shall notlfy the members of the City Council of any actLon~ taken by the Recreatlon and Parks Commis- sion with regard to any applications. SECTION 10. The mlnunum fee for runn~ng races 1n Santa Monlca shall be $lO.OOO(except for those races mentloned ~n Sec- tion 4). SECTION 11. The approval of an applicatlon shall be conditioned upon execution of a contract in a form satisfactory to the Clty. In addltlon to the Race Fee. contract shall provide that the est~mated costs ~ncurred by the Clty of Santa Monica in connection w1th the race shdll be pald by the appl~cant by cer- tlfied cashler's check 30 days prlor to the race date and that costs exceedlng thlS estimate wlll be payable on demand. SECTION 12. C1ty Staff wlll work and cooperate wlth the race appllcant in the development of any new race route to be used. The route must adhere to all sect1.ons of this resolution concernlng use of Clty streets. The Santa Monlca Pollce Depar- ment and the City TrafflC Englneer's office will be consulted as to the course of the route. SECTION 13. The ten kllometer (route A) race route shall begin at Santa Mon~ca College and continue on an easterly dlrectlon along Pearl Street to the intersectlon of 34th Street. turning southerly along 34th Street to the intersection of Ocean park Boulevard. continu~ng 1.n a westerly dlrection on Ocean park Boulevard to 14th Street, turn~ng northerly onto 14th Street and contlnuing to the intersection of pico Boulevard. turning easter- ly on pico Boulevard and continuing to 30th Street, turn1ng southerly on 30th street to Pearl Street and continuing in a . - 5 - e e westerly d~rect~on to 16th Street to the Santa Mon~ca College stadium. SECTION 14. The second ten kilometer (route B) race route shall begin at the ~ntersection of Alta Avenue and Ocean Avenue, cont~nuing ~n a southerly dLrection to Washington Avenue, t.urn~ng in an easterly d~rection to 4th Street, continu~ng in a northerly d~rection to the intersect~on of Alta Avenue, turning in an easterly d~rect~on, contlnulng to 9th Street, turnlng northerly and cont~nuing to Carlyle Avenue, turn~ng easterly on Carlyle Avenue to 12th Street, turning southerly and contlnu~ng on 12th Street to Alta Avenue, turnlog easterly on Alta and con- tinuing to 15th Street, turn~ng northerly on 15th Street to Mar- guer~ta Avenue, turnlng easterly on Marguerlta Avenue and con- tinu~ng to 25th Street, turn~ng northerly on 25th Street and con- tinulng to San Vlcente Boulevard, turnlng westerly on San V~cente Boulevard and continulng to Ocean Avenue, turn~ng southerly on Ocean Avenue and fin~shlng at the lntersect~on of Montana and Ocean Avenue. SECTION 15. The thlrd ten kilometer (route C) race route shall beglo ~n front of the Civ~c Auditor~um on Main Street and contlnulng in a northerly dlrection to Colorado Avenue, turn- ing in a westerly d~rectlon to Ocean Avenue, turn~ng northerly and continuing to Wilshire Boulevard, turn~ng easterly on wil- shlre Boulevard and contlnulng to the lntersection of 11th Street where a 180 degree turn will be made and the race will cont~nue westerly on Wl1shlre Boulevard to Ocean Avenue, turnlng southerly to Colorado Avenue, turning easterly to Main Street, turning southerly and continuing to Barnard Way, turning westerly and - 6 - . . e e cont~nuing along Barnard Way to Ocean Avenue, turn~ng westerly l.nto the 2500 Beach Park1.ng Lot, the race will cont1.nue 1.n a northerly direct1.on through the park1.ng lot and the Promenade to the f1.n1.sh at the Santa Monica P1.er. SECTION 16. The marathon (route D) race route shall beg1n at the intersection of 17th Street and Pearl Street head~ng easterly on Pearl Street and cont1.nU1ng to the intersect1.on of 28th street, turning northerly on 28th Street, cross1.ng pica Boulevard and cont1.nuing on Stewart Street to Expos1.t1.on Boulevard, turn~ng easterly on Expos1.tion Boulevard to Centinela, northerly on Centlnela to Olymplc Boulevard, westerly on Olymplc to 14th Street, northerly on 14th Street to Carlyle Avenue, east- erly on Carlyle Avenue to 25th Steeet, northerly on 25th Street to San vicente Boulevard, westerly on San V1.cente Boulevard to Ocean Avenue, southerly on Ocean Avenue to Wash~ngton Avenue, easterly on Wash1.ngton Avenue to 4th Street, northerly on 4th Street to Marguer1.ta Avenue, easterly on Marguer~ta Avenue to 11th Street, southerly on 11th Street to Pearl Street. easterly on Pearl Street to 14th Street, northerly on 14th Street to Grant, easterly on Grant to the Santa Monc1.a College stad1.um and complete two (2) loops. SECTION 17. The Event Management Team may approve minor modif1.cat~ons to the approved race routes 1.n keeping with other sect1.ons of this resolut~on. SECTION 18. The C~ty Counc~l by mot1.on may approve other routes for runn1.ng races. SECTION 19. Resolution No. 6809 (CCS) is hereby repealed. - 7 - . , e e SECTION 20.
