I LL I l'-IG IN SANTA MONICA BAY AND AFFIRMING ITS POSITIOH THAT SANTA MONICA BAY CONSISTS OF THE ENTIRE AREA CURRENTLY SO DESIGNATED IH THE CONGRESSIONAL MORATORIUM ON DRILLING IH SAtHA MONICA BAY WHEREAS) the Cdy of Santa MonIca has steadfastly maIntaIned Its OPpOSItIon to any and all 011 drIllIng In the Santa MonIca Bay; and WHEREAS, In 1939. the people of the CI ty of Santa r10n I ca adopted OrdInance Number 703, declared the drlll1ng or prospectIng for ell, gas. or other hydrocarbon substances, and operatIons InCIdental thereto, WIthIn the munICIpal lImIts) to be a nUIsance and un lawfu I, and ImpOSIng crImInal sanctIons for VIolatIons thereof; a"ld WHEREAS, In No'vembe r 1974 and August 1960, p t'OpOS I t Ions WhIch we I.J 1 d have permItted drIllIng on the tIdelands at least one mI18 from the shore lIn8 were defeated by the people of Santa MonIca; and Wf--lEREAS, any relaxatIon of the prohIbItIons agaIn~t all dnlllng In the Santa MonIca Bay would have dIsastrous envIronmental and economiC consequences; and 1 --------~ -- -- ---------- ~--~----------- --- . e WHEREAS. the presence of off-shore oil drIlling operatIons In the VICInity of Santa Monica beaches would likely Increase the amount of 011 Y and tarry materials depOSIted In and on the adjOining waters; and WHEREAS, the presence of off-shore 011 dnlltng operations would produce o f fens 1 '.;e odors and nOI-ses In the VICInIty of the beach; and WHEREAS, the presence of off-shore 011 drlll1ng operatIons would substant IS Ily Increase the danger of pollution of the INS t e r and beaches; and WHEREAS, the presence of off-shore 01 I drlll1ng operatIons tend to Increase the danger of explOSIon and fIre due to the presence and transportatIon and other moving or shifting of large quantities of crude oil ; and WHEREAS, off-shore 01 1 operatIons, by reason of the equIpment and structures used therein, tend to ImpaIr or destroy the natural beauty of the beaches and the sea vIew or seascape ob-servable from the beache-s and other ~;antage pOints In the CIty; and WHEREAS, rn~ 1 1 Ions of persons ft~om the County of Los Angeles and beyond make use of the beaches of Santa MonIca Ba)) and the consequences descl'lbed would severely reduce the tourIst buslness In thlS CIty above all other areas In Santa ManIca Bay; and WHEREAS, the consequences thus descrIbed would pose a threat to hIghly valuable commerCial fIshing resources which must be protected; and r) ,L ------- - - -- - -- -- - - -- ---------------- ------ . . . e WHEREAS, the consequences thuo described pose a danger to the pub II c health, safety, comfort, and welfare of the people of the CIty of Santa Monica, NOW, THEREFORE, THE CITY COW--lC I L OF THE CITY OF S~1NTA Mm-l I CA DOES RESOLLJE AS FOLLOWS: SECTION 1. The C I t Y Co U r1 ell of the City of Santa MonIca does restate Its long-standIng OppositIon to o I I drIllIng In Santa Monica 8ay. SECTION 2. The CIty CouncIl of the City of Santa MonIca does hereby affIrm as the approprl:'lte definItIon of the Santa MonIca BAY to Include at a mInImum the entIre area covered by the CongressIonal Moratorium currently In effect, whIch IS as follows: Santa MonIca Bay not only Includes but also extends outward from the ObVIOU5 area of POInt Dume to Palos Uerdes. LookIng at a map, the Bay extends nine mIl e5 west of POInt Dume to the Los Angeles County/Ventura County lIne. From the re It extends 30 mI16s south from the shore. From that pOInt, 1 t extends 39 mIl es east, then 6 mIl es north to POInt FIrmIn. 3 ---~---- ------ - -------- ------- --------------- . . e SECTION 3.
