RESOLUTION NO. 7052(CCS}
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK
AND RECREATIONAL FACILITIES ACT OF 1984 FOR DEVELOPMENT
OF STEWART STREET PARK - PHASE IV.
WHEREAS, the people of the State of Californla have enacted
the Californ~a Park and Recreational Facllitles Act of 1984,
which provldes funds to the State of Californla and ltS polltical
subd~visions for developlng facillt~es for publlC recreatlonal
purposes; and
WHEREAS, the State Department of Parks and Recreat~on has
been delegated the responslblllty for the admlnlstration of the
program withln the state, settlng up necessary procedures govern-
lng application by local agencles under the program~ and
WHEREAS, said procedures established by the State Department
of Parks and Recreation requlre the applicant to certlfy by
resolutlon the approval of applicatlons before submlsslon of sald
appllcatlons to the state~ and
WHEREAS, the Clty deslres to make an appllcatlon under sald
procedures for the development of the Stewart Street Park - Phase
IV~ and

WHEREAS, sald appllcatlons contaln assurances that the ap-
pl1cant must comply wlth~ and
WHEREAS, the appllcant agency wll1 enter into an agreement
w1th the State of Ca11fornia for development, rehab11itatlon or
restoratlon of the proJect~ and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty Councll approves the f111ng of an ap-

pllcat10n for 1985 state grant assistance for the above proJect.
SECTION 2. The Clty Councll certif1es that the Clty under-
stands the assurances and certlflcatlon 1n the appllcatlon.
SECTION 3. The Clty Council certlfies that the C1ty has or
will have suffic1ent funds to operate and maintain the proJect if
the proJect 15 selected for state grant funding.
SECTION 4. The Clty Council certifles that the Clty wl1l
prov1de construction plans and speclflcatlons to the state wlthin
one year of the appropriation of funds under thlS program and
will commence work lrnmedlately after state approval.
SECTION 5. The Clty Council appolnts the City Manager as
agent of the C1ty of Santa Monlca to conduct all negot1atlons,
execute and submlt all documents lncludlng but not 11mlted to

appl~cations, agreements, amendment s , payment requests, and so
on, whLch may be necessary for the completlon of the aforemen-
t~oned proJect.
SECTION 6. The C1ty Counc1l appo1nts the Plann1ng D1rector
as Planning Agency RepresentatLve for sald agency w1th author1za-
t10n to s1gn the appllcatlon form cover page.
SECTION 7. The C1ty Clerk shall certify to the adopt1on of
this resolution and thenceforth and thereafter the same shall be
1n full force and effect.
