AMERICA, FOR AN OPERATING GF.ANI' UNDER SECrION 9 OF
THE URBAN MASS TRANSroRl'ATION ALTf OF 1964, AS AMENDED
WHEREAS, the Secretary of Transportat1on 1S authorIzed to make grants for
mass transportatlon proJects: and
WHEREAS, the contract for flnanc1al ass1stance w111 1mpose certa1n oollga-
t10ns l.1fXID the Appl1cant, includ1ng the prov1s1on by it of the local share of
proJect costs: and
WHEREAS, It 1S requued by the U. S. Department of TransportatIon In ac-
cord W1th the prov1s1ons of T1tle VI of the C1V11 ~ghts Act of 1964, that In
cormect1on w1th the fIlIng of an applIcatlon for ass1stance urrler the Urban
Mass Transportat1on Act of 1964, as amerrled, the Afpl1cant g1ves an assurance
that It w111 comply W1th T1tle VI of the C1V1l Rights Act of 1964 and the U.
S. Department of Transp:lrtatIon requ1rements thereunder: and
WHEREAS, 1t 1S the goal of the Appl1cant that mInorlty business enter-
pnses be utl1zed to the fullest extent fX)Ss1ble In connect1on w1th tins proJ-
ect, and that def1n1te procedures shall be establlshed and admln1stered to
ensure that nunorIty buslnesses shall have the maxImum feas1ble opportunIty to
compete for contracts when procur1ng constructIon contracts, supplles, equlp-
ment contracts, or consultant and other serVlces.
NOW, 'lHEREFORE, THE CITY OJUNCIL OF THE CITY OF SANl'A M:NlCA I:OES RESOLVE

t10ns on behalf of the Clty of Santa l>'bnlca w1th the U. S. Department of

aSSIstance proJects plrsuant to Sectl.on 9 of the Urban Mass TransportatIon Act
of 1964, as amended.
SECI'ION 2. The CIty Manager IS authorlzoo to execute and hIe WIth such
appllCatl.ons an assurance or any other document requued by the U. S. Depart-
ment of Transp:>rtatIon effectuatIng the purposes of TItle VI of the CIVIl
RIghts Act of 1964.
SECTI01:il 3. '!he Cl.ty Manager IS authonzed to fumIsh such addItIonal m-
formatIon as the U. S. Department of TransportatIon may requue In connectIon
WIth the appl1catlon for the program of proJects.
SEL~ION 4. '!he CIty Manager IS authorIzed to set forth and execute affIr-
matIve ml.non.ty bUSIness polICIes in connection WIth jthe program of proJects I
prcx:urement needs.
SECTION 5. '!he Cl.ty Manager IS authonzed to execute grant agreements on
behalf of the CIty of Santa I'-bnlca with the U. S. Department of Transp:>rtatlon
for aId In the flnancl.ng of the plarnllng, capItal and/or operatIng asSIstance
program of proJects.
SECTION 6. '!he CIty Clerk shall certIfy to the adoption of this Resolu-
tIon, ani thenceforth and thereafter the same shall be In full force and
effect.
