RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING CONTINUED FUNDING FOR
THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the Community Development Block Grant (CDBG)
program has provided the City of Santa Monica with a stable
source of funding to be used exclusively for community
development and affordable housing projects benefiting Santa
Monica's lower income residents; and
WHEREAS, the city of Santa Monica allocates one hundred
percent of its funds to projects primarily benefiting lower
income residents and neighborhoods, exceeding Federal targeting
requirements; and
WHEREAS, the primary recipients of these funds reside in the
city's lower income and minority neighborhoods; and
WHEREA$, the majority of CDBG funds support the City's
affordable housing program and represents its only stable source
of funding; and
WHEREAS, CDBG funds effectively leverage private funds to
expand affordable housing opportunities; and
WHEREAS, CDBG funds are also used for essential social
services to those residents most in need, including the very lo~
income and the homeless; and

WHEREAS, decreases in other Federal housing and social
service programs have greatly increased the demand on the city to
fund these programs, exceeding the city's ability to do so;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS;
SECTION 1. The City of Santa Monica opposes any further
reductions in the Community Development Block Grant Program in FY
1986 including the recent action by the Office of Management and
Budget and the Department of Housing and Urban Development to
defer $500 million in FY 1986 funds.
SECTION 2. The City of Santa Monica opposes any additional
decreases in funding for FY 1987.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
