A RESOLUTION OF THE CITY OF SANTA MONICA DECLARING ITS POLICY
FOR THE USE OF FACILITIES OPERATED BY THE RECREATION AND PARKS
DEPARTMENT OF THE CITY OF SANTA MONICA IN REGARD TO THE REGULATIONS
FOR USING THE SAME AND THE CHARGING OF FEES FOR USING THE SAME.

WHEREAS, in determining policy in regard to the ~se of the public
recreation facilities and the services of the Recreation and Parks Department
of the City of Sant~ Monica. evaluation should be based on social criteria
and not on economic criteria; and
WHEREAS. the facilities of the Recreation and Parks Department are
primarily for the use of the public; and
WHEREAS, Public recreation services should be available to all people
without discrimination as to race, religion. sex, or economlC status; and
WHEREAS, the recreational program should inClude a wide variety of
activities to appeal to different intetests. ages, and abilities and not
be limited merely to physical activities, outdoor actiVities. daytime actiVities.
or to children or others Of special categories; and
WHEREAS, traditional recreation programs include some activities that
entail eXpense beyond the norma~ cost of activities in the general program; and
WHEREAS, the members of the public are entitled to have those making use
of a limited public facility pay their just share of the cost of operating,
maintaining and constructing such facilities;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONlCA DOES RESOLVE AS
FOLLOWS:
SECTION 1. The 4Itlowing factors shall be consl..,ed ln charging fees for
the use of recreational facilities in the City of Santa Monlca:
A. A registration charge shall be made for activitles provlded by the
department as part of its program for spe~ialized activities, and for expendable
materlals used in programs.
B. Fees shall be charged and assessed for-use of recreational facilitles
when:
(1) The particular service 1S relatively costly to render.
(2) The particular service lS demanded by comparatlvely few persons
and the cost of provlding the facilities and/or program therefore lS relatlvely
hlgh.
(3) When the service is prlmarily for adults.
(4) When the service is enjoyed by a majority of non-residents who are
not taxpayers of the local Jurisdiction.
(5) When the activity is non-recreational or lS llmlted to private or
excluslve groups.
C. Fees not llsted shall be determined by the Recreatlon and Parks Department
and shall be based upon the costs incurred ln provldlng the faclllty or program.
D. Definitions:
(1) Resident Adult Groups. The resident fees shown shall be for all
rellg1ous, clvic, recreational, fraternal, or serVlce organlzations whose normal
place of Meeting, clubhouse, or other meeting place is located in the City of
Santa Monlca, and by all groups in which more than flfty percent of the persons
uSlng the facllltles are residents of the Clty of Santa Monica.
(2) Resident Youth Groups. The resldent fee shown shall be waived for
all religious, C1V1C, recreational, fraternal, or service organizations servlng
youth 17 years of age and under, whose norwal place of meetlng, clubhouse. or
other meeting place 1S located in the Clty of Santa Monlca, and to all groups
WhlCh more than flfty percent of the persons using the facillties are residents
Of the City of Santa Monlca.

(3) Non-ResIdent Adult and Youth Groups. All groups not quaiifled by
the above deflnltlons shall pay the non-resldent fee.
SECTION 2. The following fees are established for the use of the facll,tles
of the Recreatlon and Parks Department, except tor the taklng of p'ctures for
commerc1al purposes.

g. Fierd Rentar Fees. Field fees, which are charged for use by adults and
non-resldent youth groups, cover costs for field malntenance, electrlcal usage (when
lights are required) and City overhead. All fees are based on two-hour increments
of use.
C. Aquatics. Fee for the use of the Municlpal Swimming Pools for recreational
SWlmr.lng shall be:
(1 ) JUnlors 17 years of age and under $ .25
(2) Student 18 years of age and 01 der with i . d. $ .50
(3) Adult (18 & over) S1.00
(4) Resldent Youth Groups. Renta 1 fee shall be based upon hourly
malntenance and operatlons costs, plus the total Clty costs associated with the
~ecreatlon and Parks Department representative at a two hour ffilnimum rate.
(5) Prlvate or beneflt groups. Resldent rental fee shall be $250.00 for tre
first four hour period plus $25.00 for each additional hour. Non-resident rental
fee shall be $260.00 for the first four hour period and $35.00 for each additional
hour.
(6) Seasonal rates for each of two seasons of recreational sWlmming shall
be established as follows: One season shall be from June 16 through September 15,
and the ether season shall be from September 16 through June 15.

(7) The rental rates for the conCeSSlon stan~ at the Municipal SWlm Pool
shall be established as follows:
(a) Clty Sponsored Groups - Base rate of $15.00 per day.
(b) Public Groups - Base rate of $25.00 per day.
(c) Private or Commercial Groups - Base rate of $50.00 per day, plus
25% of gross income over $100.00
(8) Youth SWlm Instruction Fees - Resldents: ~5.00 per seSSlon,
Non-Residents: $15.00 per seSSlon.
(9) Adult Swim Instruction Fee - $10.00 per session.
D. Special Instruction. All instructors salaries and administrative expenses shall
be ~et by the fee. All participants shall pay for all materlals used In the progran
activlties.
E. Munlcipal Sports - The fees charged for municipal sport leagues shall cover all
costs for materials, officials, lights, trophles and the Clty overhead factor.
(l) Lawn Bowling Green Fee
(a) $30.00 per year per person, or $10.00 for each three months.
(2) Meters:
(a) Tennis Lights $ .50 per 1/2 hour
(b) Roque Lights .50 per 1/2 hour
(c) Casting Pool .50 per 1/2 hour

SECTION 3. Commercial Enterprise Groups and/or profit making groups shall be
permitted use of the facilities only upon such terms and conditions as may be
Provided by agreements executed between such groups and the City, after public
hearings by the Recreation and Parks Commission upon application for the group,
unless such special hearing be waived by th~ Commission. Fees shall be paid by
commercial enterprise or profit making groups in accordance with agreement
between such group and the City.
SECTION 4. Resolution number 6073 (ccSl is repealed.
SECTIONS. The City Clerk shall certify to the adoption of this resolution,
and thenceforth and thereafter the same shall be in full force and effect.
