RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE APPLICATION FOR
GRANT FUNDS UNDER THE ROBERTI-Z'BERG URBAN OPEN
SPACE AND RECREATION PROGRAM FOR DEVELOPMENT OF
SANTA MONICA PARKS.
WHEREAS, the legislature of the State of California has enacted the Roberti-Z'Berg
Urban Open Space and Recreation Program, which provides funds to certain political
subdivisions of the State of California for acquiring lands and for developing facilities -
to meet urban recreation needs; and
WHEREAS, the State Department of Parks and Recreation has been delegated the ..
responsibility for the administration of the program, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks and Recreation
~~qu1re the applicant to certify by resolution the approval of applications prior to
subrr.ission of said applications to the state; and
WHEREAS. said applications contain ~ certification that the applicant wil1 comply

with all federal, state, and local environmental, public health. relocation. affirmative
action, and clearinghouse requirements and all other appropriate codes, laws and
regulations prior to the expenditure of the grant funds; and
WHEREAS, the project (s) applied for under this program must be of a high priority and
satisfy the most urgent park and recreation needs with emphasis on unmet needs in the
most heavily populated areas;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION j. The City Council approves the filing of an application for funding under
the Roberti-Z'Berg Urban Open-Space and Recreation Program.
SECTION 2. The City Council certifies that the City understands the general provision

of the agreement.
~ECIION 3. The City Co~l certifies that the City htltor will have sufficient funds

to operate and maintain the project (s) funded under this program.

SECTION 4. The City Council certifies that the City has or wi" have available prior;
commence~ent of any work on the project (s) included in this application matChing money
from a nons tate source.
SECTION 5. The City Council certifies that the project (s) included in this applicati~
conform to the recreation element of any applicable city or county general plan.
SECTION 6. The City Council appoints the City Manager as agent of the City of Santa
Monica to conduFt all negotiations, execute and submit all documents including but not
.li~ited to applications. ag~eements. amendments. payment requests, and so on which..may be
necessary for the completion of the aforementioned project (s).
SECTION 7. The City Council appoints the City Attorney as legal counsel for said agen'
with authorization to sign the certification of page 1 of application.
SECTION 8. The City Clerk shall certify to the adoption of this resolution and
thenceforth and thereafter the same shall be in full force and effect.
