A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE FILING OF AN APPLICATION WITH
THE DEPARTMENT OF TRA."'SPORTATION, UNITED STATES OF
A}~RICA, FOR OPERATING AND CAPITAL GRANTS UNDER
SECTION 9 OF THE URBAN ~l~S TR~SPORTATIOK ACT OF
1964, AS ~lliNDED
WHEREAS, the Secretary of Transportatlon lS author1zed to make grants
for mass transportatlon projects; and
WHEREAS, the contract for flnancial asslstance w111 impose certaln
obllgatlons upon the Appllcant, including the prov1sion by It of the local
share of project costs; and
I~REAS, lt lS requlred by the U. S. Department of Transportation ln
accord with the provls1ons of Tltle VI of the Civl1 Rights Act of 1964, that
in connectlon wlth the fillng of an appllcatlon for asslstance under the Urban
Mass Transportation Act of 1964, as amended, the Appllcant gives an assurance
that lt will comply wlth Tltle VI of the Civil Rlghts Act of 1964 and the U. S.
Department of Transportation requlrements thereunder; and
~~EREAS, lt 1S the goal of the Appl1cant that mlnority buslness enterpr1ses
be utlllzed to the fullest extent posslble ln connection with this proJect, and
that deflnlte procedures shall be establlshed and administered to ensure that
mlnorlty buslnesses shall have the maximum feasible opportunlty to compete for
contracts when procurlng constructlon contracts, supplies, equlpment contracts,
or consultant and other servlces
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOI'IS:
SECTION 1. The C1ty ~~nager is author1zed to execute and flle applicatlons
on behalf of the City of Santa Monica wlth the U. S. Department of Transportatlon

to a1d 1n the f1nanc1ng of planning, cap1ta1 and/or operat1ng ass1stance
projects pursuant to Sect10n 9 of the Urban Mass Transportat10n Act of 1964,
as amended.
SECTION 2. The C1ty Manager lS author1zed to execute and file with such
app1icat10ns an assurance or any other document required by the U. S. Department
of Transportation effectuating the purposes of T1tle VI of the C1V11 R1ghts
Act of 1964.
SECTIO~ 3. The City Manager lS author1zed to furn1sh such add1t10nal
informat1on as the U. S. Department of Transportation may require 1n connection
w1th the applicat10n for the program of projects.
SECTION 4. The C1ty Manager lS authorized to set forth and execute
aff1rmative m1nor1ty bus1ness pol1c1es 1n connect1on w1th the program of projects'
procurement needs.
SECTIO\ S. The City Manager lS author1zed to execute grant agreements on
behalf of the C1ty of Santa Mon1ca with the U. S. Department of Transportation
for a1d 1n the f1nancing of the planning, cap1tal and/or operating ass1stance
program of proJects.
SECTIO~ 6. The Clty Clerk shall certify to the adoption of th1S Resolution,
and thenceforth and thereafter the same shall be 1n full force and effect.
