A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA CALLING
AND GIVING NOTICE OF THE HOLDING OF A SPECIAL
MUNICIPAL ELECTION TO BE HELD ON
TUESDAY, JUNE 5, 1984
WHEREAS,
a petition to amend the City Charter has been
subm~tted to the C~ty Clerk in accordance w1th the provis~ons of
Government Code Sect~on 34460; and
WHEREAS,
~t has been determ~ned by the city Clerk that the
pet~t10ns have the requis~te number of s~gnatures to qual~fy to
be submltted to the voters and
WHEREAS, Government Code Sect~on 34461 requires that the
proposed amendment to the C~ty Charter be subm~tted to the voters
at the next regular election, wh~ch is scheduled for June 5,
1984; and
WHEREAS, under the provis10ns of the C1ty Charter, two
members of the Rent Control Board shall be elected to serve
unexpired terms, one end~ng on the f1rst Tuesday followlng the
next general mun~c~pal elect~on and the other endlng On the f~rst
Tuesday followlng the following general munic~pal election; and
WHEREAS,
Elect10ns Code Section 17050 authorizes the Ci~y
Counc~l to provide that all ballots cast at the Special Mun~cipal
Election be counted at a central count~ng place; and

WHEREAS, Elect~ons Code Sect10n 5011 authorizes the C1ty
Counc~l to d~rect the city clerk to transmit a measure appearing
on the ballot to the city attorney to prepare an impartial
analys~s,
NOW. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. A special municipal elect~on shall be held ~n
the C~ty of Santa Mon1ca on June 5, 1984, wh~ch ~s the elect10n
ordered 1n accordance w~th Government Code Section 34461 for the
purpose of subm~tting the proposal to amend the City Charter
submitted by pet~t~on and required for purposes of f~ll~ng
vacanc~es filled by appointment on the Rent Control Board.
SECTION 2. The ballots to be used at the Special Mun~cipal
Elect~on shall be both as to form and matter conta1ned there~n
such as may be required by law.
SECTION 3. The C~ty Clerk is author1zed, instructed and
d~rected to procure and furn1sh any and all official ballots,
not1ces, pr~nted matter and all suppl~es, equ1pment, and
parapherna11a that may be necessary in order to properly and
lawfully conduct the Spec~al Mun~cipal Election.
SECTION 4. The polls for the Special Municipal Elect~on
shall open at 7:00 a.m. of the day of the elect~on and shall
remain open cont~nuously until 8:00 p.m. of the same day when the
polls shall be closed except as provided in Elections Code
Section 14301.
SECTION 5. The not~ce of the time and place of hold~ng of
the Speclal Mun~c1pal Election ~s hereby g1ven and the C1ty Clerk

SECTION 6. Pursuant to Elect~ons Code Sect10n 17050,
ballots cast by voters at the Special Mun1c1pal Election shall be
counted at a central place. Santa Mon1ca City Hall 1S designated
as the central place to count ballots. Not1ce of the central
count1ng place 1S hereby given, and the C~ty Clerk 1S author1zed,
instructed and d1rected to glve such further or add1t1onal notlce
of the central countlng place in the time, form, and manner
requlred by law.

SECTION
7.
At the Spec1al Municipal Election, the
following
proposit~on shall be subm~tted to the qualified
electors of the Clty of Santa Monlca:

The Clty Clerk shall cause the text of the proposition, which is
contained ln Exhibit 1 attached hereto and incorporated by
reference, to be malled to all qual1fled voters with the sample
ballot. In addit~on to other notices and publlcatlons requlred
by law, the C1ty Clerk, not less than 40 days and not more than
60 days before the Speclal Municlpal Election, shall cause the
text of the proposition to be published once in the offlc~al
newspaper
and ln each edltion thereof dur1ng the day of
publlcatlon.
SECTION 8.
Pursuant to Electlons Code Sectlon SOlI, the
Clty Clerk is dlrected to transmlt a copy of the each measure to
be submitted to the voters to the City Attorney and the City
Attorney is directed to prepare an lmpart1al analysls of each

measure in accordance with the provisions of Elect10ns Code
Sectlon 5011.
SECTION
9.
In all particulars not reclted in th1S
Resolut1on, the Spec1al Mun1cipal Election shall be held and
conducted as prov~ded by law for holdlng munic1pal elect10ns 1n
the C~ty of Santa Mon1ca.
SECTION 10. The City Clerk is directed to send a copy of
thlS Resolution to the Board of Superv1sors of the County of Los
Angeles and to the Registrar of Voters.
SECTION 11 .
In the event the Special Municipal Elect~on
is consol1dated with the Statew1de General Elect10n on the same
date, the provislons of th1S Resolution appl1cable only in the
event the election ~s conducted by the City shall be of no force
or effect.
SECTION 12. The C1ty Clerk shall certlfy to the adoption
of this Resolutlon, and thenceforth and thereafter the same shall
be 1n full force and effect.
