A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ESTABLISHING PROCEDURES
AND CRITERIA FOR CONDUCTING RUNNING RACES.
WHEREAS, 1t 1S proposed that the City of Santa Monica estab11sh
certa1n procedures and cr1ter1a for conducting runn1ng races; and
WHEREAS, the conduct1ng of such runn1ng races 1S 1n the public
interest, and for the beneflt of the Clty of Santa Mon1ca,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Recreatlon and Parks Department shall be the
lead department 1n the rev,ew and approval of appllcation for runn1ng races.
SECTION 2. The follow,ng schedule 1S establ,shed for flling
and process,ng appl1cat,ons for runn,ng races.

SECTION 3. The annual number of races shall be 1 ,m, ted to - iC--

by the C,ty Counc,l. The slngle except, on shall be 1n 1984 when the Olymplc
~arathon race w,ll start ,n Santa Mon,ca.
SECTION 4. The follOWing races sha~l be included in the total
number of annual races:

SECTION 5. The followlng crlterla shall be used 1n determlning
the el191bil1ty of applicatlons:
a. Appl1catlon has been properly submltted wlth1n the deadllnes
with necessary lnformatlon.
b. Fund ra1sing events wlth an agency sponsoring the races
shall be limited to the Clty 1n ltS off1clal capac,ty and Santa Monica based
non-profit social serV1ce agencles lnclud,ng the Community Service Council.
c. No route can be used more frequently than four times per
year so as not to 1mpose upon the people who l,ve on that part1cular
route.
d Establlshed events shall have pr,ority over other events
unless the event was not held the preceed1ng year or ln the Judgement
of cornm,ttee the event should not be repeated.
e. Groups or lndlviduals applying will be 9,ven prior'ty in
the followlng order if they meet other crlteria 1 terns:
1. Races sponsored by the Clty of Santa Monica.
2. Santa Manlca based non-proflt groups.
3. Santa Monlca based commerClal lnterest wlth races of
natlonal slgnlf,cance.
4. Non-Santa Monica based commerc,al lnterest. with races
ofnat,onal S'9n1f1cance.
f. Cons,deration w,ll be g,ven to the lmpact the event will
have on the communlty with relation to time of day, traff,c. park,ng and
length of the event.
g. W,th races of national lmport~nce. the flnanclal return
and publicity to the City will be consldered.

h. Experlence level of the promoter or race dlrector will be
consldered along wlth thelr ablllty to prepay for all City serVlces in
advance.
SECTION 6. The followlng materlals wlll be requlred to be submltted
by the applicant wlth the appllcat1on:
a. Map of race route deslred.
b. Slgned contract wlth sponsor.
c. S,gned contract or verlflcation of commltment for television
or other medla coverage.
d. Verlflcatlon of commltment from natlonal or lnternatlonally
known runners.
e. Verlflcatlon of the race belng part of a quallfYlng system
for natlonal or internatlonal races.
f. Sample of flyers to be dlstrlbuted to homes and businesses
along route informing the occupants of the pending race.
g. A non-refundable appllcatlon fee of $100 pald by certlfled
cashler's check.
h EVldence of promoter experlence in thlS type of actlvity.
i. Statement as to reason for race, who benefits, type of
sponsorshlp.
J. Ingress & Egress: The promotor shall make approprlate
accommodations to insure ingress and egress of resldents along the race
route. ThlS plan shall be submltted to the Dlrector of Recreatlon and
Parks for approval thirty (30) days prlor to the race date.

SECTION 7. Race slgns: Promot1onal S1gns w1ll not be perm1tted
ln res1dentlal areas. They w1ll be l,mIted to the start/finish area and
other approved locat1ons w1th1n C1ty. D1rect1onal signs may be used along
the race routes. All s1gn des1gns and locations are t~ be ~uom1tted to the D1rector
of Recreation and Parks for approval thirty (30) da~s prior to the race date.
SECTION a Route Frequency: No approved race route can be
used more frequently than once every two months nor more than four t1mes
per year.
SECTION 9. The following procedure shall be used in the selection
of the races to be run:
a. A select10n commlttee composed of one staff representative
from the Recreatlon and Parks Department, Community and Economic Development
and the Pollce Department wlll reV1ew all appllcatlons properly submitted
wIth,n the deadlines for each quarter. The select,on committee w1ll determine
wh,ch races will be permitted wlthin that quarter.
b. Any interested person may appeal a deCIsion of the selection
committee to the Recreatlon and Parks CommissIon with 10 days of the deciSlon
of the selectlon commIttee.
c. Any ,nterested person may appeal a decisIon of the Recreation
and Parks Comm1sslon to the C,ty Count,l w1thin 10 days of the decl~ion
of the Recreation and Parks CommlsSlon
SECTION 10. The minlmum fee for runnIng races in Santa Monica
shall be $10,000 (except for those races ment,oned In Sect,on 4).
SECTION 11. The approval of an appl1catlon shall be conditioned
upon execut10n of a contract ,n a form sat,sfactory to the City. In add,tion
to the Race Fee, contract shall provide that the estlmated costs incurred

by the City of Santa Monlca In connectlon wlth the race shall be paid by
the appllcant by certlfied cashler's check 30 days prlor to the race date
and that costs exceeding thlS estlmate wlll be payable on demand.
SECTION 12. The ten kilometer (route A) race route shall begln
at Santa Monica College and contlnue on an easterly dlrectlon along Pearl
Street to the intersection of 34th Street, turnlng southerly along 34th
Street to the lntersection of Ocean Park Boulevard, contlnuing In a westerly
dlrectlon on Ocean Park Boulevard to 14th Street, turning northerly onto
14th Street and contlnuing to the lntersection of P1CO Boulevard, turnlng
easterly on P1CO Boulevard and contlnulng to 30th Street, turnlng southerly
on 30th Street to Pearl Street and contlnulng ln a westerly dlrection to
16th Street, turnlng northerly on 16th Street to the Santa Mop;ca College
stadlum.
SECTION 13. The second ten kllometer (route B) race route shall
begln at the intersection of A1ta Avenue and Ocean Avenue. contlnuing ln
a southerly dlrection to Washington Avenue. turnlng In an easterly dlrection
to 4th Street, contlnuing ln a northerly dlrectlon to the intersection of
A1ta Avenue, turnlng ln an easterly dlrectlon, continulng to 9th Street,
turnlng northerly and contlnulng to Carlyle ~venue. turnlng easterly on
Carlyle Avenue to 12th Street, turnlng southerly and continulng on 12th
Street to Alta Avenue, turnlng easterly on A1ta and contlnulng to 15th Street,
turnlng northerly on 15th Street to Marguerlta Avenue, turnlng easterly
on Marguerita Avenue and contlnulng to 25th Street. turnlng northerly on
25th Street and contlnulng to San Vicente Boulevard, turning westerly on
San Vlcente Boulevard and contlnulng to Ocean Avenue, turnlng southerly
on Ocean Avenue and flnlshlng at the lntersectlon of Montana and Ocean ~venue.

SECTION 14. The marathon (route C) race route shall begln at
the lntersection of 17th Street and Pearl Street headlng easterly on Pearl
Street and continulng to the intersectlon of 28th Street, turnlng northerly
on 28th Street, crosslng P1CO Boulevard and contlnuing on Stewart Street
to Expositlon Boulevard, turning easterly on EXposltlon Boulevard to Centinela.
northerly on Centlnela to OlymplC Boulevard. westerly on Olympic to 14th
Street. northerly on 14th Street to Carlyle Avenue. easterly on Carlyle
Avenue to 25th Street. northerly on 25th Street to San Vlcente Boulevard.
westerly on San Vlcente Boulevard to Ocean Avenue, southerly on Ocean Avenue
to Washlngton Avenue. easterly on Washington Avenue to 4th Street, northerly
on 4th Street to Marguerlta Avenue, easterly on Marguerita Avenue to 11th
Street, southerly on 11th Street to Pearl Street, easterly on Pearl Street
to 14th Street, northerly on 14th Street to Grant, easterly on Grant to
the Santa Monlca College Stadium and complete two (2) loops.
SECTION 15. The City Councl1 by motlon may approve other routes
for running races.
SECTION 16. Resolutlon No. 92~8_ (CeS) is hereby repealed.
SECTION 17. The City Clerk shall certlfy to the adoption of
this Resolutlon, and thenceforth and thereafter the same shall be in full
force and effect.
