R-6835 . e CA:RMM:rme1ect4 C~ty Counc~l Meeting 2-28-84 Santa Mon~ca, Ca11fornia RESOLUTION NUMBER 6835(CCS} (City Counc11 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A SPECIAL MUNICIPAI. ELECTION OF THE CITY OF SANTA MONICA TO BE HELD ON JUNE 5, 1984 WITH THE STATEWIDE DIRECT PRIMARY ELECTION TO HELD ON SAID DATE PURSUANT TO ELECTIONS CODE SECTION 23302 WHEREAS, the City Counc1l of the C~ty of Santa Monica has called a Spec~al Munic~pal Elect~on ~n the City of Santa Mon~ca and 1n the Santa Mon1ca-Ma11bu Un1f1ed School District to be held on June 5, 1984, for the purpose of submitt~ng three propositions to the voters of the C1ty of Santa Monica re1at1ng to the amendment of the C1ty Charter, for the purpose of subm1tting one proposit~on to the voters of the Santa Monica-Malibu Un1fied School D~str~ct relating to the amendment of the C~ty Charter, and for the purpose of electing two members of the Rent Control Board; and WHEREAS, it is des1rable that the Spec1al Mun~cipal Elect~on be consolidated w~th the statewide direct pr1mary election to be held on the same date; that w~th1n the City of Santa Mon1ca and Santa Mon1ca-Mal1bu Unif1ed School D1str1ct the prec1ncts, pol11ng places, and elect~on off1cers of the two elect~ons be the same; that the Reglstrar of Voters canvass the 1 . ~ returns of the Speclal Munlclpal Election; and that the statew1de dlrect prlmary electlon and Speclal Municipal Election be held in all respects as ~f there were only one election, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. Pursuant to Elect~ons Code Section 23302, the Board of Supervisors of the County of Los Angeles 1S hereby requested to consent and agree to the conso11dation of a Special Munic~pal Elect~on with the statew1de d1rect primary elect~on on Tuesday, June 5, 1984, for the purpose of the elect10n of one member of the Rent Control Board for a term endlng in April 1985, and one member of the Rent Control Board for a term ending in Apr~l 1987. SECTION 2. The follow~ng measures shall appear on the ballot and be submitted to the voters of the City: PROPOSITION " " Shall City Charter Sect10n 1400 be amended to change the date of the General YES Munlclpal Election from the second Tuesday ~n Apr~l in each odd numbered year to the first Tuesday following the f1rst Monday 1n November of each even numbered year beg~nnlng 1n November 1984 NO and to make correspond1ng changes in the terms of elected officers? 2 . - PROPOSITION "" Shall Section 602 of the City Charter be amended to increase the monthly YES reimbursement for councilmembers from $50 per month for counc~lmembers and $150 per month for the Mayor to $300 per month for the Mayor and councilmembers and to provide that the City Council may 1ncrease the $300 by ordinance not to exceed the amounts pa1d counc11members under NO state law in general law c~t1es of the same populat~on as the City of Santa Monica? PROPOSITION "". Shall the City Charter be amended to add Art1cle YES XX entitled "Tenant Ownersh1p Rights" establishing standards and procedures for Tenant-Partic~- pat~ng OWnership of rental units wh~le ensur~ng full protections for non-purchas~ng tenants and establ~shing a Tenant-Partic~- pating Convers~on Tax for low and NO moderate ~ncome persons and an expend1ture authorizat~on ~ncrease therefor? 3 e . SECTION 3. The follow~ng measure shall be subm1tted to the voters of the Santa Monica-Mal1bu Unified School D1strict: PROPOSITION "" Shall Section 905 be added to the C1ty Charter to provide that the date of the election for members of the Board of Educat10n of the Santa MonlCa-Mallbu Unified School District be changed from the second Tuesday ln April of odd numbered years to the first Tuesday follow1ng the f~rst Monday ~n November of even numbered years beginn1ng in November 1984 and to make correspond1ng changes in the terms of elected off1cers only if the date of the General Municipal Elect10n of the City of Santa Monica is so changed? YES NO SECTION 4. The Registrar of Voters is hereby authorized to canvass the returns of the Spec~al Munic1pal Election wh1ch it 1S hereby requested to consolidate w1th the statew~de dlrect primary elect~on and said election shall be held in all respects as if there were only one election, and only one form of ballot shall be used. SECTION 5. The Board of Supervlsors of the County of Los Angeles ~s hereby requested to issue 1nstructlons to the Reg1strar of Voters to take any and all steps necessary for the hold1ng of the consolidated elect10n. SECTION 6. The City of Santa Mon1ca recognizes that additlonal costs shall be incurred by the County of Los Angeles 4 - . by reason of this consolldatlon and agrees to re1mburse the County of Los Angeles for any such costs. SECTION 7. The City Clerk is directed to transmit and f~le a certlfled copy of this Resolution with the Board of Supervisors of the County of Los Angeles and to the Registrar of Voters. SECTION 8. The Clty Clerk shall certlfy to the adoption of th1s Resolut~on, and thenceforth and thereafter the same shall be in full force and effect.
