A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MOXIcA SETTING
FORTH PROCEDURES FOR MAKI~G APPOI~T-
~ENTS TO PUBLIC BOARDS AND CO}WISSIONS
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SEcTIO~ 1. The procedure for making appointments to
City Boards and commlss1ons shall henceforth be as follows,
except as otherwise prov1ded by motion of the City Council:
(a). When a vacancy appears on any board or
commlSS10n, the City Clerk shall publish at least once in the
Santa Monica Evening Outlook,a newspaper of general circulation,
a public notlce of such vacancy. Publication shall be made not
less than thlrty (30) days prlor to the date a vacancy lS to
occur ln those cases where the vacancy occurs as a result of
the expiration of the term of appOlntment, and where practical,
like notice shall be publ1shed where a vacancy otherwise occurs.
The notice shall request any interested party to subm1t his or
her name and quallficatlons to the City Clerk and shall also
specify the position for whlch a vacancy has occurred, the term
of offlce for which the posltlon will be filled and a reasonable
date by which interested partles must submit applicat~ons for the
posltlon. The date for submisslon shall not be less than fifteen
(15) days prlor to the vacancy unless the appointment lS to
fill an unexplred term. Where the appolntment 1S to fill an
unexpired term, the notice shall be f1fteen (15) days prior
to the contemplated date of appointment where practical.
(b). Applications for the posltion shall be
made ln writing to the City Clerk on forms supplled by the City
Clerk. Applications shall be public records except for such

portlon of the application whlch lS specifically described as
confidential.
(c). The City Clerk shall compile such wr1tten
appllcations as are recelved by the deadline date and shall
thereafter cause the matter of fil11ng the vacancy to be placed
upon the City Councll agenda and, in connection therewith, shall
transmit to the Clty Council copies of all written applications
which have been recelved.
(d). All nominations shall be subm~tted to the
City Clerk no later than twelve o'clock noon the Wednesday
preceding the City Councll ~eeting when the appolntment is
to be made and shall be llsted on the agenda. No Councilmember
shall submit the name of more than one applicant to fill each
vacancy. Prior to submittlng the name of his or her nominee
to flll such vacancy, each Councllmember shall determine that
the person nominated will serve lf appointed. Thereafter,
the Clty Council shall consider the applicants for each
respective vacancy at a public hearlng.
(e). Following conslderatlon of the various
applicants for each vacancy, the Clty Council shall take a
vote in an open meetlng to determine who shall be appointed
to the respectlve Boards and Commissions.
SEcTIO~ 2. Resolutlon Number 4883(cCS) 1S repealed.
SEcTIO~ 3. The C1ty Clerk shall certify to the
adoptlon of this Resolution, and thenceforth and thereafter
the same shall be ln full force and effect.
