A RESOLTUION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA ADOPTING A LAND USE AND A
CIRCOLATION ELEMENT OF THE GENERAL PLAN FOR
THE CITY OF SANTA MONICA
WHEREAS, CalIfornIa Government Code Section 65300 et
seg. regulres each CIty to adopt a comprehensIve, long term
general plan for the physical development of the clty that
documents the Clty'S deCISIons concernIng the future of the
community and reqUIres Inclusion of a land use element and a
circulation element In the general plan; and
WHEREAS, State General PlannIng GUIdelines recommend
that the general plan be thoroughly reVIewed at least every fIve
years and revIsed as necessary;
WHEREAS,

eXIsting
Land
Use
and
CirculatIon Elements were adopted by the CIty CouncIl In 1958 and
have not been revIsed Slnce then; and
WHEREAS, on June 1, 1982, the City Councl1 dIrected the
PlannIng Department and PlannIng Comrnisslon to prepare a revised
Land Use Element because:
o commerclal and reSIdentIal development in the CIty
had not accounted for the demand for addI tlona1
po11ce and protective serVlces, traff1C, energy
conservatIon, sewage capaclty, and the Interest of
adJoinIng residentIal neIghborhoods;

o the IndustrIal base of the City had been
dlmlnlshlng as scarce IndustrIal land was beIng
rapIdly developed wIth commerclal uses; and
o three cltlzen task forces had revIewed the CIty'S
polICIes and standards on resIdential development,
commercial and lndustrlal development, and permit
processIng and neIghborhood planning and made
detaIled recommendatlons to the City Councll for
substantIal changes In varIous planning and zoning
requirementsl and
WHEREAS, the PlannIng Commission and City staff made a
careful and comprehensIve survey and study of eXIsting conditlons
and probable future growth of the City as requIred ln SectIon
9412 of the MunicIpal Code; and
WHEREAS,
the
Planning
CommIssIon
provided
for
substantIal publIC involvement In the planning process lncluding
eIght publIC hearIngs and workshops on background information and
fIve public hearIngs on the Draft Land Use and CIrculatIon
Elements exceedIng the requlrements stated in SectIon 9413 of the
MunIClpal Code, and carefully revlewed and conSIdered Draft
Elements and the FInal EnvIronmental Impact Report on the Draft
Elements at eight publIC meetIngs; and
WHEREAS, on May 5, 1984 Planning CommIssIon approved Its
Final Draft Land Use and CIrculatIon Elements for transmission to
the CIty CouncIl; and
WHEREAS, the Planning CommIssion I s adopted FInal Draft
Land 'Use and CIrculation Elements were forwarded to the City
CouncIl; and

WHEREAS, on August 28, and September 11, 1984, the C~ty
Council of the City of Santa Monica conducted public hearings on
the proposed Land Use and CIrculation Elements; and
WHEREAS, on September 18, 1984, the C~ty Council
approved the Elements subject to certain modificatIons wh~ch were
referred to the Planning CommissIon for review and comment
pursuant to Santa Mon~ca Mun~cipal Code Section 9143; and
WHEREAS, on October 8, 1984, the Plannlng Commiss~on
revIewed the Clty Councl1's modlflcatlons to the Land Use and
Circulat~on Elements; and
WHF.REAS, the Clty Council has considered the comments of
the Plannlng Commission; and
WHF.REAS, the Elements will guide and accompllsh
coord~nated, adJusted, and harmonlous development of the City in
accordance w~th eXlsting future needs and will best promote
publlC health, safety. morals, convenience, prosperity, and the
general welfare, as well as effIclency and economy in the process
of development as stated ln Sectlon 9412 of the Munlclpal Code:

,,~. the Land Use Element designates the general
dlstfibution, location and extent (lncluding standards for
populatlon denslty and buildlng intensity) of the use of land for
housing, business, industry, open space, education, publlC
buildlngs and grounds, and other categories of publice and

prIvate uses as requued by Section 65302 (a) of the Government
Code; and
WHEREAS, the CIrculation Element identifies the general
locatlon and extent of existIng and proposed major roads,
hlghways, raIlroad and transit routes, terminals, and other local
publIC utIlIty and public faCIlItIes as required 1n Section 65302
(b) of the Government Code; and
WHEREAS, the Elements are of a speclficlty and level of
detaIl reflecting Santa Monica's condit1ons and CIrcumstances as
recommended in Section 65302.1 of the Government Code; and
WHEREAS, the Land Use and CIrculation Elements comprise
an integrated and compat1ble statement of polICIes along wIth
other Elements of the General Plan as required by SectIon 65300.5
of the Government Code; and
WHEREAS, In adoptIng the Land Use and CIrculatIon
Elements, the Clty does not necessar1ly intend to acqU1re prIvate
property nor intend to dImInIsh property values for the purpose
of future public acqulsit1on; and
WHEREAS; the Flnal Environmental Impact Report has been
prepared 10 accordance wIth the C1ty'S GU1delines for
Impl~mentatlon of the Callfornla Environmental Quality Act (CEQA)
and with State CEQA GUldellnes and satlsfies CIty and State
guidelines;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The document entitled Land Use
and

CirculatIon
Elements
attached
hereto
as
Exhib~t
A
and
incorporated here~n by thLs reference is hereby adopted and
certIfied as the off1c~al Land Use and CIrculation Elements of
the General Plan for the Clty of Santa Monica and thus rep~aces
the Land Use and Circulation Elements adopted in 1958.
SECTION 2. The document entItled Land Use Map attached ~'
hereto as ExhibIt B and incorporated hereIn by this reference 1S
hereby adopted and certIfied as the official Land Use Map of the
General Plan for the City of Santa Monica and thus replaces the
Land Use Map adopted In 1958.
SECTION 3. The Clty Clerk shall certIfy to the adoptIon
of this ResolutIon, and thenceforth and thereforth the same shall
be In full force and effect.
