The area of the CIty north of Montana has been identIfIed as having an outstanding array of SpanIsh and PerIod Revival reSIdences bUIlt durIng the 1920's and 1930's. The survey results will be publ1shed in a comprehenslve report catalogUIng the CIty'S historIC resources, in a series of smaller pamphlets of walking tours, and eventually, in an HIstorlC Pres- ervatIon Element of the CItyfs General Plan. Scope Between 1982-1983 the City of Santa MonIca completed a prelImInary survey of Its architectural and cuI tural resources. From thIS survey, 2,775 SI tes and structures havIng potentlal archItectural or hIstorIcal SIgnIficance were identified. PrIlDary and secondar-y survey areas were identIfIed uSIng such factors as age of structures, qual~ty of architecture, development pressures and natural and practlcal land dIvisions. The prImary survey area forms the orIgInal portIon of the City and is located along Santa MonIca's coast, wIth eastern boundarIes of Seventh Street to the north of Santa Monica Boulevard and Fourth Street to the south of Santa Monica Boulevard as well as the 700 blOCK of AdelaIde Place. Of the 660 SItes whl.ch were IdentIfIed In thIS area as havIng potential SIgnIfIcance, 508 have been fully researched and documented to date. The focus of the second phase of the survey for WhICh a matchIng grant is sought, Involves the completIon of research and documentatIon for the remaInIng 152 IdentIfIed SItes In the prImary survey area and research and documentatIon for over 700 SItes located in the 1906 annexatIon north of Montana Avenue. As long as funding 1S available, we will continue to inventory all 2,775 SItes untIl the inventory is completed. . . B. Method Because Santa Monica enlisted volunteers to complete the fust phase of the H1stor1c Resources Inventory, there w1II be a strong effort made to recrult these volunteers again. We w1ll also recru1t new volunteers through placln9 announcements in local and reglonal newspapers, as well as ln newsletters of area h1storlcal, cuI tural - and archltectural organlzations. We 01111 also send announcements to varlOUS colleges and un1versities In the Metropolltan area and wlll send flyers to local members of the Callfornia Histor1cal SOclety, the Los Angeles Conservancy and the Santa Monlca Herltage Square Museum USlng malllng Ilsts obtalned for the flrst phase of the survey. The volunteers wlll research and document each slte includ1ng the fol1ow1ng flve parts: descr1pt1on, research, signlflcance statement, photographs and slte maps. In order to ass1st the volunteers In writ1ng descrlptlons of the architectural and hlstor1cal resources, a worksheet called a Slte Inspectlon Form wlll be used. Each descrlptlon wlll lnclude an assessment of the style, number of storles, mater1als of construct1on and notable features. The research phase of the survey WIll Include lntervlews w1th Clty personnel ln the BU1ldlng, Plann1ng and EngIneerIng Departments, lnvest1gat1on of the Los Angeles County Arch1ves, the Tax Assessor's Mapp1ng Servlces Reference Llbrary, the Hlstor1cal Collect1ons at the Los Angeles Central Llbrary ano Santa Mon1ca Publ1C L1brary as well as the Geography Department Map L1brary at CaL State, Northr1dge. Slgnif1cance statements wl1l be based upon the v1sual character1st1cs of each SIte, 1tS hlstor1cal assoc~at~ons as revealed by the research and upon 1tS importance to the streetscape. Each slte w1ll be photographed 1n black and whlte uSlng Kodak Plus X hIm and logged onto sheets. Proof sheets w1l1 be prlnted for each roll and the best photograph wlll be chosen to deplct each site inventor1ed. UTM references wl.ll be determ1ned for each slte and d1strlct and w11l be plotted onto C1ty base maps. The pr1nclpal proJect personnel w111 coordlnate the efforts of the survey volunteers. They w1ll lead train1ng workshops, Set deadl1nes for rece1pt of mater1al and be ava1lable to prov1de d1rectlons and answer questlons. They w1ll also work closely w1th C1ty staff who w1ll monltor the work through review of monthly progress reports. There w1ll also be a slx-member commIttee of volunteers appo1nted to reV1ew slte documentat1on and ass1gn a level of slgnlf1cance to each slte. ThlS comm1ttee w1ll be establlshed by the Landmarks Comm1ss1on and w1l1 be composed of Santa Mon~ca resldents w1th a varLety of backgrounds in the areas of archltectural h1story, cultural h1story, local hlstory, urban deslgn, and landscape archltecture. Every effort w11l be made to recrult the same COmll\l t tee members who reviewed the ln~t1al phase of the survey. Once each site is reviewed and ass1gned a slgn1f1cance level, the proJect personnel w~ll coordlnate the clerIcal effort for puttIng the mater1al onto State Inventory Forms. It is antLcipatd that this project w1ll take 12-15 months to complete. . . C. BUDGET Federal assIstance is needed for thIS survey to contInue the inventory of our hIstorical resources. In 1982-83 the prelimInary survey ldentlfled 2,775 sItes and structures havIng potential archItectural or cultural signlficance. To date 508 sItes have ~een catalogued. We would like to contInue this effort. To do so, we need federal funds to help us pay for the cost of thlS effort. By util i Zlng federal funds local citizens are encouraged by the fact that Federal government and the State of California support our efforts ln the preservatIon of hlstorlcal, archltectural and cultural resources. The Clty of Santa MonIca is requestIng $17,560 of federal assistance to be matched by $2S,059. The $8,000 is contributed by the Clty to utlllze the services of a consultant who is on retaIner to help on thIS proJect. $8,750 is the amount of In-klnd serVIces donated by the volunteers to implement the survey. We expect the volunteers to spend 1,750 hours at an average rate of $5 per hour to complete thIS portIon of the survey. $8,309 is the cost to the CIty to admInIster the grant and monItor the survey program. ThIS totals $l7,059 in In-kInd serVIces by volunteers and CIty personnel. These amounts are broken down In the followlng chart. In general, the 1nformatlon \'all be used 1n future consideratlon of housl.ng, redevelopment, general plan, and zonlng issues where a wlde range of lnformatlon is essentlal ln the declslon-maklng process. Results of the fHst portlon of the survey were used by consultants to develop the plans for the rev1talizatlon program of the ThHd Street Mall in our C1. ty. Slnce the 1nformat1on 1S documented on the Callfornla Hlstorlc Resources Inventory form, l.nfOrmatlon gathered wlll be used to nomlnate worthy sltes to the NatlO'ial Reglster of Hlstoric Places. As a result of the fHst portlon of the survey the City has publlshed a walklng tour "Explorlng Downtown Santa Mon1ca" (Attached). As other portlons of the Clty are surveyed the Clty hopes to produce walklng tours, drl.Vlng tours and a sllde show on Santa Monl.ca' 5 hlstorlc resources. We feel these results can educate many cltl.ZenS and volunteers as to the Her1tage of Santa Monlca. E.
