A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE POWERS AND
DUTIES OF THE HOUSING COMMISSION OF THE CITY
OF SANTA MONICA AS DIRECTED IN ORDINANCE 1l6B
WHEREAS, the CIty Council of the City of Santa Monica cre-
ated a HousIng ConmLlSSlon pursuant to California Health and Safe-
ty Code Section 34291 by the adoption of Ordlnance Number 1168
(CCS) ; and
WHEREAS, Ordinance Number 1168 (CCS) provided that the Hous-
ing Commlssion would have such specific powers and dutIes as es-
tablished by resolution of the City Council,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION l. The CIty Council finds and determInes that the
Housing Commission of the CIty of Santa Monica shall have the
followIng powers and dutles:
(a) Schedule, partlcipate In and conduct publlC hearings to
determIne the houslng needs of the I'esIdents of the City as part
of the development of the HousIng AssIstance Plan component of
the CIty'S annual Community Development Block Grant submisSIon,
and transmit the hndings of said hearings to the CIty Council.
These hearings may be COOI'dInated wIth other scheduled events of
otheI' boards and COnmLISSIons as appropI'iate.

(b) Recommend to the City Council specific housing programs
to meet the needs of the residents of the CIty, based on In forma-
tion from public hearings and forums.
(c) RevIew, comment and make recommendations to the CIty
CouncIl on procedures and pOlIcies to provide affordable housing
for CIty residents and to Implement the City's housing programs.
(d) RevIew, comment, on the proposed funding for housing
programs funded through the CIty'S annual Community Development
Plan process.
(e) Prepare an annual assessment on the extent to WhICh
local agencies and programs of the CIty, County of Los Angeles,
and other entItles are achieving goals and ObJectives for afford-
able housing, and transmIt to City CouncIl for reVIew.
(f) Conduct publIC forums on housIng programs and Issues in
conJunctIon WIth other boards and commIssions, including but not
lImIted to the Housing Element, the HOUSIng Assistance Plan, and
the Tenant Ownership Rights Charter Amendment (TORCA) program.
(g) Make recommendatIons on all Housing Authority programs
and actIVIties.
(h) Develop an annual budget and workplan for actIVItIes
such as speaking engagements, mailIngs and liaison actIvities.
SECTION 2. The CIty CounCIl finds that the Housing Commis-
SIon shall COordInate all these actiVIties WIth other Boards and
Comnllssions and shall consult and maintaIn contact WIth groups

and IndIvIduals who are concerned with the programs and cIty ser-
vices for housing. A written report detailIng all Housing Com-
misslon activities shall be submltted annually to the City
Council.
SECTION 3. The CIty Clerk shall certIfy to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
