A RESOLUTION OF THE CITY COU~CIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE FILING OF ~ APPLICATION WITH
THE DEPARTMENT OF TRANSPORTATION, UNITED STATES OF
fu~ERICA, FOR AN OPERATING GRANT UNDER SECTION 9 OF
THE URBAN MASS TRfu~SPORTATION ACT OF 1964, AS fu~ENDED
WHEREAS, the Secretary of Transportation 1S author1zed to make grants
for mass transportat1on proJects; and
WHEREAS, the contract for f1nancial ass1stance will 1mpose certa1n
obl1gat1ons upon the Appl1cant, 1nclud1ng the prov1s10n by it of the local
share of proJect costs; and
~~EREAS, 1t 1S requ1red by the U. S. Department of Transportat1on 1n
accord w1th the prov151ons of T1tle VI of the C1v1l R1ghts Act of 1964, that
1n connect1on w1th the fi11ng of an app11cat1on for ass1stance under the Urban
Mass Transportat10n Act of 1964, as amended, the App11cant glves an assurance
that 1t w1ll comply w1th T1tle VI of the C1v1l R1ghts Act of 1964 and the U. S.
Department of Transportat1on requ1rements thereunder; and
~~EREAS, 1t 1S the goal of the Applicant that minority bus1ness enterpr1ses
be util1zed to the fullest extent poss1ble 1n connection W1th th1S proJect, and
that defin1te procedures shall be estab11shed and administered to ensure that
minor1ty bus1nesses shall have the maXimum feas1ble opportunity to compete for
contracts when procuring construct1on contracts, supplies, equ1pment contracts,
or consultant and other serVices.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF S~~TA MONICA DOES RESOLVE
AS FOLLOWS'
SECTION 1. The City Manager is author1zed to execute and f1le app11cat10ns
on behalf of the C1ty of Santa Monica With the U. S. Department of Transportat10n

to aid 1n the financing of plann1ng, operat1ng assistance proJects pursuant
to Section 9 of the Urban Mass Transportat1on Act of 1964, as amended.
SECTION 2. The C1ty Manager 1S author1zed to execute and file wlth such
applications an assurance or any other document requ1red by the U. S. Department
of Transportatlon effectuat1ng the purposes of Title VI of the Clv1l R1ghts
Act of 1964.
SECTION 3. The Clty Manager is authorlzed to furnish such add1t1onal
lnformation as the U. S. Department of Transportation may requ1re in connection
wlth the applicat10n for the program of proJects.
SECTION 4. The C1ty Manager 1S authorlzed to set forth and execute
afflrmat1ve minorlty bus1ness pol1c1es 1n connect1on with the program of proJects'
procurement needs.
SECTION 5. The Clty Manager 1S author1zed to execute grant agreements on
behalf of the City of Santa Mon1ca wlth the U. S. Department of Transportat1on
for a1d in the f1nanc1ng of the plann1ng, operat1ng ass1stance program of proJects.
SECTION 6. The C1ty Clerk shall certify to the adoption of this Resolut1on,
and thenceforth and thereafter the same shall be in full force and effect.
