RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE ROBERTI-Z'BERG URBAN OPEN SPACE AND RECREATION
PROGRAM FOR DEVELOPMENT OF SANTA MONICA PARKS.
WHEREAS, the leg1slature of the State of Californ1a has en-
acted the Robert1-z'Berg Urban Open Space and Recreat10n Program,
Wh1Ch prov1des funds to certain po11t1cal subd1vis1ons of the
State of Ca11fornia for acquiring lands and for develop1ng
facilit1es to meet urban recreation needs; and
WHEREAS, the State Department of Parks and Recreat10n has
been delegated the respons1b1l1ty for the adm1nistration of the
program, setting up necessary procedures govern1ng application by
local agencies under the program; and
WHEREAS, sa1d procedures established by the State Department
of Parks and Recreat10n requ1re the appl1cant to certify by
resolution the approval of applications pr10r to submission of
said applications to the State; and
WHEREAS, said app11cations contain a certification that the
applicant will comply with all federal, state, and local environ-
mental, public health, relocat1on, aff1rmat1ve action, and
clearinghouse requirements and all other appropriate codes, laws
and regulations pr10r to the expend1ture of the grant funds; and

WHEREAS, the proJect(s) applied for under th1s program must
be of a h1gh pr~or1ty and sat1sfy the most urgent park and recre-
ation needs with emphas1s on unmet needs 1n the most heav11y
populated areas;
NOW, THERFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The C1ty Counc11 approves the f111ng of an ap-
p11cat1on for fund1ng under the Robert1-z'Berg Urban Open Space
and Recreation Program.
SECTION 2. The City Counc1l cert1f1es that the City under-
stands the general provisions of the agreement.
SECTION 3. The C1ty Council certif1es that the C1ty has or
w1ll have suffic1ent funds to operate and malnta1n the project(s)
funded under th1s prograM.
SECTION 4.
The City Councll certif1es that the City has or
will have ava1lable pr10r to commencement of any work an the
proJect(s) 1ncluded in this appl1cation matching money from a
nonstate source.
SECTION 5. The C1ty Counc11 certLf1es that the proJect(s)
lncluded 1n th1s appl1catlon conform to the recreat10n element of
any appl1cable Clty or county general plan.
SECTION 6. The Clty Councll appo1nts the C1ty Manager as
agent of the Clty of Santa Monica to conduct all negotiatlons,
execute and submit all documents 1ncludlng but not lim1ted to
appl1cat1ons, agreements, amendments, payment requests, and sa an
WhlCh may be necessary far the completion of the aforementloned
proJect(s).
SECTION 7. The Clty Counell appoints the Clty Attorney as

legal counsel for sald agency with authorization to sign the cer-
tification of page 1 of application.
SECTION 8. The Clty Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
