RESOLUTION NO. 6933(CCS)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK
AND RECREATIONAL FACILITIES ACT OF 1984 FOR DEVELOPMENT
OF FRANKLIN SCHOOL PLAYGROUND.
WHEREAS, the people of the State of Ca1lfornla have enacted
the the Callfornla Park and Recreatlana1 Facl11tles Act of 1984,
whlch provides funds to the State of Californla and ltS politlcal
subdlvislons for developlng facllltles for publlc recreatlanal
purposes; and
WHEREAS, the State Department of Parks and Recreatlon has
been delegated the responslblllty for the admlnlstratlon of the
program wlthln the state, settlng up necessary procedures govern-
ing app11cation by local agencies under the program; and
WHEREAS, sald procedures established by the State Department
of Parks and Recreatlon requlre the appllcant to certlfy by
resolutlon the approval of appllcatlons before submlsslon of
sald app1lcatlons to the state; and

WHEREAS, the C~ty des~res to make an applicat~on under sa~d
procedures for the development of the Franklin School Playground;
and
WHEREAS, sa~d applicat~ons contain assurances that the appl~-
cant must comply w~th; and
WHEREAS, the applicant agency will enter into an agreement
with the State of Cal~forn~a for development, rehabilitat~on or
restorat~on of the project; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The C~ty Counc~l approves the f~l~ng of an ap-
plicat~on for 1984 state grant ass~stance for the above proJect.
SECTION 2.
The City Counc~l cert~f~es that the C~ty under-
stands the assurances and cert~f~cat~on ln the applicat~on.
SECTION 3. The Clty Councll certlfles that the City has or
wlll have suff~c~ent funds to operate and maintaln the proJect lf
the proJect is selected for state grant fundlng.

SECTION 4. The C~ty Counc~l cert~f~es that the C~ty w~ll
provide construct~on plans and spec~f~cat~ons to the state w~thin
one year of the appropr~at~on of funds under th~s program and
w~ll commence work irr~ed~ately after state approval.
SECTION 5.
The C~ty Counc~l appo~nts the C~ty Manager as
agent of the City of Santa Mon~ca to conduct all negot~at~ons.
execute and subm~t all documents including but not limited to
appl~cat~ons, agreements, amendments, payment requests, and so
on, wh~ch may be necessary for the completion of the aforemen-
t~oned proJect.
SECTION 6. The C~ty Council appo~nts the Plann~ng D~rector
as Plann~ng Agency Representat~ve for sa~d agency w~th author~za-
t~on to s~gn the appl~cat~on form cover page.
SECTION 7.
The City Clerk shall certify to the adopt~on of
th~s resolut~on and thenceforth and thereafter the same shall be
in full force and effect.
