CA:RMM:PJS/CSR C1ty Counc11 Meeting 10/ /84 Santa Mon1ca, Ca1iforn1a RESOLUTION NO. 6937 (CCS) (City Counc11 Ser1es) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT ON THE LAND USE AND THE CIRCULATION ELEMENTS OF THE GENERAL PLAN FOR THE CITY OF SANTA MONICA WHEREAS, Draft Land Use and Circulation Elements were prepared beginning 1n June 1983; and WHEREAS, an In1t1al Study was prepared on the proposed proJect 1n June 1983; and WHEREAS, a Not1ce of Preparat10n of an Env1ronmental Impact Report was 1ssued 1n July 1983; and WHEREAS, Not1ce of Cornplet10n of a Draft Env1ronmental Impact Report was pub11shed 1n November 1983, 1n comp11ance w1th the Ca11forn1a Env1ronmental Qua11ty Act; and WHEREAS, a pub11c review per10d was extended beyond the m1n1mum requ1red and ended on January 24, 1984; and WHEREAS, on February 3, 1984, the complet1on of the F1nal Environmental Impact Report on - the proposed project, cons1st1ng of the Draft Environmental Impact Report, co~~ents on the document, and responses to comments was certif1ed by the Commun1ty and Economic Development D1rectorf and - 1 - . . WHEREAS, on February 4 and 6, 1984 the City P1ann~ng Comnuss~on conducted on the publ~cly not~ced hear~ng a Env~ronmental Impact Report; and WHEREAS, on May 5, 1984, the C~ty Plann~ng Commission recommended that the C~ty CouncIl certlfy the F~nal Environmental Impact Report with the follow~ng reV1Slons: o Page 16 paragraph 3 of the Final Env~ronmental Impact Report descrlb~ng the eXlstlng cl~mate sett~n9 (Sect~on 5.1) to delete the last sentence to read as follows: AS illustrated, each ten feet of added he~ght at the property Ilne throws approx~mately an extra twelve feet of shadow on the street. [Therefore, ~f one w~shes to preserve sunsh~ne on the oppos~te s~dewalk, the max~mum helght at the property l~ne should be approx~mately 42 feet, or about three storles.] o Page 24 paragraph 3 of the Flnal Envlronmental Impact Report describ~ng the eXlstlng land use commerc~al development intens~ty (Sec~ton 5.5) to delete the second sentence as follows: The pract~cal max~mum development ~ntens~ty of recent projects has to a great extent been Ilmited by park~ng requHements. [Off~ce bu~ldings have typ~cally been s~x to twelve storles wlth four levels of below grade parking.] A h~gh water table and construct~on econom~cs prevent deeper excavatlon. Th~s y~elds a max~mum ~ntens~ty ~n the range of a 3.1 to 3.8 FAR. Most retail and ~ndustr ~al proJects provide surface parklng, except ~n the Downtown Park~ng D~strlct. The park~ng requ~rements generate an amount of park~ng demand equal to the buillhng squar e footage. ThlS y~elds an ~ntenslty of 0.5 to 1.0 FAR. WHEREAS, the C~ty Plann~ng Commlsslon forwarded to the C~ty Councll the Flnal Environmental Impact Report, and - 2 - / . . WHEREAS. on August 28 and September 11, Counc1l conducted a publ1cly not1ced hear1ng Env1ronmental Impact Report. 1984, the City on the F1nal WHEREAS, the addendum analys1s to the F1nal Environmental Impact Report f1nds that the 1mpacts attributable to the City Counc1l's mod1f1catlons to prevlous drafts of the Land Use and Clrculatlon Elements remaln with1n the context of the analysls and concluslons In the F1nal Env1ronmental Impact Report and thus 10111 have no slgnlflcant effect on the enVlronment. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA 1I0NlCA DOES RESOLVE AS FOLLOWS: SECTION 1. The C1ty Counc1l of the Clty of Santa Monica does hereby cert1fy that the Flnal Env1ronmental Impact Report on the Land Use and C1rculation Elements has been completed In full compl1ance wlth the Callforn1a Envlronmental Qual1ty Act (CEQA) and the C1ty of Santa Monlca CEQA GUldelines, and that lt has revlewed and consldered the contents of the F1nal Envlronmental Impact Report In ltS dec1slon-maklng process. In con)Unctlon wlth thlS certiflcat1on, the C1ty Councll flnds as follows: a. The F1nal tha t no defined EnVlronmental Impact slgnlf1cant effect on In Tltle 14 Cal1forn1a Report has 1nd1cated the envlronment, as Admlnistratlve Code, Sectlon 15040, w1l1 resul t from the adoption of the Land Use and Clrculatlon Elements of the General Plan. - 3 - . . b. Because the adoption of the Land Use and Ci~culation Elements of the Gene~al Plan w1ll not ~esult 1n a slgn1f1cant effect on the env1~onment, it is not necessa~y to make the f1ndings requ1red 1n Public Resources Code Sect10n 21081 and Tltle 14 California Adm1n1strat1ve Code Sect10n 15088.
