A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA DECLARING ITS MEMBERSHIP IN THE
AUTHORITY FOR CALIFORNIA CITIES EXCESS LIABILITY AND
AUTHORIZING ITS REPRESENTATIVE TO EXECUTE A
JOINT POWERS AGREEMENT
WHEREAS, the City of Santa Monica, along with other
municipalities, has been unable to purchase excess liability
insurance; and
WHEREAS, these municipalities have determined there is a
need for self-funding a system for excess liability and desire to
combine their respective efforts to establish, operate, and
maintain a Joint Powers Authority for self-funding of excess
liabilitYi and
WHEREAS I California Government Code section 6500 et seg.
authorizes joint exercise by two or more public agencies of any
power common to them,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
The city Council of the City of Santa Monica
hereby declares its membership in the Authority for California
cities Excess Liability and the City Manager as its duly
authorized representative to execute on behalf of the City the
attached Joint Powers Agreement.

SECTION 2. The city Council designates Tom Phillips as its
representative on the Board of Directors of the Authority for
California Cities Excess Liability.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
