R-8924 e - RESOLUTION NO. 8924 (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA TO SUPPORT THE DEV"ELOPMEI:irr OF A TOTAL ENERGY SERVICES PLAN FOR THE CITY OF SANTA MONICA ~~EREAS, on Apr~l 24, 1994 the California citles of Santa Monica and Irvine JOlned wlth the Swedlsh C1.tles of Gothenburg and Nacka as s1.gnatorles to the Aspen Accord, an agreement to begin lmplementat1.on of reglonal energy effic1.ency in1.t1.at1ves des1.gned to ach1.eve hlgher levels of energy eff1.Clency through partnersh1.ps w1.th serV1.ng utilltlesi and ~~EREAS, the s1.gnator1.es to the Aspen Accord and the Cal1.fornia Energy Coallt1on (CEC), a nonproflt organizatlon of clt1.eS and large energy users, have developed and begun lmplementat1.on of Reg1.onal Energy Inltiat1.ves to provlde Total Energy Serv1.CeSi and INHEREAS, through a var1.ety of demonstration proJects and through the1.r part1.c1.pat1.on w1.th the CEC l.n the Reg1.onal Energy Efflclency Initiatlve process , the Cltles acknowledge the potentlal for substant1.al savings l.n capltal expend1.tures on energy infrastructure, plannlng and conservation, as well as proJect energy costs; and ~~EREAS, the marketplace for electrlcity l.S chang1.ng to allow substant1ally greater benefits to be real1.zed by the C1.ties from an ongolng commltment to comprehensive reg1.onal energy eff1.c1.ency; e e NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The city reaffirms its commitment to continue the implementation of the most cost-effective and environmentally preferable strategy to achieve higher levels of energy efficiency through partnerships with serving utilities. The city also commits to integrating existing energy efficiency and conservation plans developed by the city, in conjunction with the California Energy Coalition, into a Total Energy Services Plan. When implemented, this strategy should provide the City with substantial savings in capital expenditures, energy conservation and efficiency, and reduced total energy procurement costs. SECTION 2. The city Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
