A RESOLUTIO:\' OF THE CITY COllNCIL
OF THE CITY OF SA~T A MONICA

CONGESTION l\IANAGEl\IENT PROGRA~-I (Ci\tIP) AND ADOPTING
THE CIVIP LOCAL Il\'1PLEMEI\T A TION REPORT, IX ACCORDANCE
\VITH CALIFORNIA GOVER'\~lENT CODE SECTIO~ 65089
'VHEREAS, the Los Angeles County MetropolItan TransportatIon Authonty ("MTA")
actmg as the CongestIon Management Agency for Los Angeles County, adopted the CongestIOn
Management Program on November 17. 1993, and
WHEREAS. the adopted CMP reqUlres that MTA annually determme that the County
and cIties wIthm the County are conformmg to all CMP reqUirements, and
WHEREAS. the adopted CMP requIres submIttal to the MTA of thIS CMP local
ImplementatIOn report by September 1, 1995. and
WHEREAS. the CIty CouncIl held a notlced publIc heanng on August 8, 1995
NO\V, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS

SECTION 1 The Cay IS In conformance wIth all applIcable reqUIrements of the 1993
CMP havIng taken the followtng actions
A) By June 15, 1995 the CIty has conducted annual traffic counts and calculated
levels of servIce for selected artenal tntersectIOns. conSIstent WIth the reqUIrements IdentIfied
In the CMP HIghway and Roadway System Chapter
B) The CIty has locally adopted and conttnues to Implement a transportatIOn demand
management ordinance. consIstent wJth the mIl11mUm reqUIrements Identified In the CMP
TransportatIon Demand Management Chapter
C) The CIty has locally adopted and contInues to Implement a land use analYSIS
program, conSIstent \....11h the mmUTIum reqUlremems IdentIfied In the eMP Land Use AnalYSIS
Program Chapter.
D) The CIty has adopted a Local ImplementatIOn Report, attached hereto and made
a part hereof, conSIstent WIth the reqmrements Identified In the eMP. This report balances
traffic congestIon Impacts due to growth wlthm the CIty WIth transportatIOn Improvements, and
demonstrates that the CIty IS meet1l1g Its responslbJ1mes under the CountYWIde DefICIency Plan

SECTION 2 That the CIty Clerk shall certIfy to the adoptIOn of thIS ResolutIon, forward
a copy of thIs ResolutIon to the Los Angeles County MetropolItan TransportatIOn Authonty,
and thenceforth and thereafter the same shall be In full force and effect.
