A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA IN SUPPORT OF
THE PLAN TO REDUCE SMOKING AMONG CHILDREN
THROUGH REGULATION OF TOBACCO PRODUCTS
WHEREAS, tobacco use is responsible for the death of more than
400,000 people every year ln the Unlted States lncludlng 40,000
people in Callfornla, and 1S the number one cause of disease and
death; and
WHEREAS, every day in California, 300 children become smokersj
and
WHEREAS, more than half of smokers begin smoking before the
age of 14, and 90 percent begln by the age of 19i and
WHEREAS, ch1ldren can easily buy cigarettes from vending
mach1nes, over-the-counter sales and mall-ln coupons even though 1t
is illegal, and
WHEREAS, an estimated one blll10n packs of cigarettes are sold
to mlnors under the age of 18 every year ln the United States; and
WHEREAS, the State of Cal1fornia as well as many cltles and
countles have enacted ordlnances to reduce illegal tobacco sales to
minors and conduct public educat10n efforts to discourage tobacco
use among chlldreni and
WHEREAS, President Clinton has proposed a strategy plan to
reduce by 50 percent smoking among children and adolescents, by

llmiting access to tobacco products, reduclng the appeal of
cigarettes and by lnstituting a nationWlde publlC education
campalgn; and
WHEREAS, the Presldent's strategy is supported by respected
health organizations including the Amerlcan Lung Association,
Amerlcan Heart Assoclatlon, American Cancer Society and the
American Medical Association,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the Clty Council supports President Clinton's
strategy to reduce smoking by chlldren.
SECTION 2. That the Clty of Santa Monlca shall send a copy of
this resolution to the presldent of the United States, U. S
Senators BarDara Boxer and Dlanne Feinstein, Congressman Henry
Waxman, the Food and Drug Administration and the Amerlcan Lung
Association of Los Angeles County,
SECTION 3. The City Clerk shall certlfy to the adoption of
this resolution, and thenceforth the same shall be in full force
and effect.
