R-8959 e e CA:f:atty\muni\laws\barry\elect3 city Council Meeting 11-14-96 Santa Monica, California RESOLUTION NUMBER 8959 (CCS) (City council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF THE CITY OF SANTA MONICA TO BE HELD ON MARCH 26, 1995, WITH THE STATEWIDE DIRECT PRIMARY ELECTION TO BE HELD ON SAID DATE PURSUANT TO ELECTIONS CODE SECTION 1201 WHEREAS, the City council of the City of Santa Monica has called a Special Municipal Election in the city of Santa Monica to be held on March 26, 1996, for the purpose of submitting certain propositions to the voters of the city of santa Monica; and WHEREAS, it is desirable that the Special Municipal Election be consolidated with the statewide Direct Primary Election to be held on the same date; that within the city of Santa Monica the precincts, polling places and election officers of the two elections be the same; that the Registrar of voters canvass the returns of the Special Municipal Election; and that the statewide Direct Primary Election and Special Municipal Election be held in all respects as if there were only one election, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: 1 e e SECTION 1. Pursuant to Elections Code Section 10403, the Board of Supervisors of the County of Los Angeles is hereby requested to consent and agree to the consolidation of a Special Municipal Election with the statewide Direct Primary Election on Tuesday, March 26, 1996, for the purpose of submitting measures to the voters. SECTION 2. The following measures shall appear on the ballot and be submitted to the voters of the City: PROPOSITION II ". Shall city Charter section 2015C be added to Yes the city Charter to increase the City's expenditure limitation for each fiscal year during the four year period ending March 25, 2000 by an amount equal to monies received pursuant to City Charter No Section 2008 from owners in connection with tenant-approved conversions of rental units and monies received pursuant to Charter section 2008 in previous fiscal years and not yet expended? 2 e e PROPOSITION If If Shall the City Charter be amended by adding section 1908 to increase the City's expenditure limitation by $25,300,000.00 for each fiscal Yes year during the four year period ending March 25, 2000, for the purposes of maintaining and providing increased police services, for aid to public schools, for maintaining basic City services, and for other No specified purposes such as capital improvements and outlays for parks, street lighting, libraries and police facilities? SECTION 3. The Registrar of Voters is hereby authorized to canvass the returns of the Special Municipal Election which it is hereby requested to consolidate with the statewide Direct Primary Election and said election shall be held in all respects as if there were only one election, and only one form of ballot shall be used. SECTION 4. The Board of Supervisors of the County of Los Angeles is hereby requested to issue instructions to the Registrar of Voters to take any and all steps necessary for the holding of the consolidated election. SECTION 5. The City of Santa Monica recognizes that additional costs shall be incurred by the County of Los Angeles by reason of this consolidation and agrees to reimburse the County of Los Angeles for any such costs. 3 e e SECTION 6. The City Clerk is directed to transmit and file a certified copy of this Resolution with the Board of Supervisors of the County of Los Angeles and with the Registrar of Voters. SECTION 7. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
