R-8948 _ e f:\atty\muni\laws\mjm\levzev.res City Council Meeting 10-17-95 Santa Monica, California RESOLUTION NUMBER 8948 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF THE CALIFORNIA LOW-EMISSION AND ZERO-EMISSION VEHICLE (LEV/ZEV) PROGRAM WHEREAS, local communities, businesses, and governments have a vested interest in creating programs that benefit both the environment and economy of the state of California; and WHEREAS, six of the seven united States counties with the worst ozone pollution problems are located in California, and Southern California is the only region in the country wi th an Environmental Protection Agency rating of "extreme non-attainment" for ozone; and WHEREAS, it is estimated that air pollution costs Southern California approximately Nine Billion Dollars per year in lost productivity, increased medical costs, and premature deaths; and WHEREAS, significant progress has been made in reducing stationary source emissions, and California's industries and small businesses should not have to bear an unfair burden for reducing air pollution; and WHEREAS, the mobile source sector is responsible for producing at least two-thirds of the air pollution in Southern California; and 1 e e WHEREAS, California's existing LEV/ZEV program is a critical component of the state's efforts to significantly reduce mobile source emissions and meet the minimum health based air quality standards; and WHEREAS, the state's LEV/ZEV program has stimulated the development of the advanced transportation technology market and provides California with unique economic opportunities to clean our air and to create a new industry and jobs, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City council supports California's existing Low-Emission and Zero-Emission Vehicle Program and urges the California Air Resources Board and its staff, members of the state Legislature, and Governor Wilson to maintain their steadfast support for this technology forcing program and to move forward at the greatest speed to implement this critically important program. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth the same shall be in full force and effect.
