A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA OPPOSING
CALIFORNIA SENATE BILL 176 (ALQUIST)
WHEREAS, publlC Informatlon IS the most cost effectlve
means of achlevlng pollutlon preventlon; and
WHEREAS, source reductlon IS the key step In Implementlng
a pollutlon preventlon program; and
WHEREAS, Senate B1II 176 would restrlct the Clty from
dlstrlbutlng Informatlon addresslng pollutIon preventlon by
adopt~on of an unspeclflc and Inapproprlate standard; and
WHEREAS, the Clty of Santa MOTIlCa passed a resolution
creatlng the Sustalnable Clty Program; and
WHEREAS, Senate Blll 176 would lrrpose requlrements
contrary to the Sustalnable CIty Program; and

WHEREAS, the Clty'S Task Force on the EnVlronment has
requested the adoptlon of a resolutlon by the Clty Council to
oppose Senate B1II 176;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES PESOLVE AS FOLLOWS:
SECTION 1. The Clty of Santa MODlca opposes Callfornla
Senate Blll 176 (AI~J1St) a~d urges the Senate to reJect such
a blll.
SECTION 2. The Clty Councll dlrects Clty staff to use
the followlng methods to express the Clty'S Opposltlon to
Senate Bll~ 176: transffilt a copy of thlS reso1utlon to all
approprlate state elected representatlves and leglslatlve
staff, send letters to mewbers of the State Senate Government
Operatlons Commlttee and the State Senate TOX1CS and PubI1C
Safety Management COIDmlttee, and contact the Cltyrs lobbY1St
ln Sacramento to authorlze approprlate actlon to express thlS
Opposltlon.
SECTION 3. The Clty Clerk shall certlfy to the adoptlon
of thls Resolutlon, and thenceforth and thereafter the same
shall be lD full force and effect.
