A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA CALLING FOR THE 1989-90 LOS ANGELES COUNTY GRAND
JURY TO SPONSOR A COMPREHENSIVE AUDIT OF ALL PROPOSITION A
CONTRACTS SINCE 1978
WHEREAS, the voters of Los Angeles County passed Proposition A in
1978 giving the Board of Supervisors the rlght to contract out county services
and reduce the county workforce when it would bring cost savings for taxpayers;
and
WHEREAS. the Board of Supervisors has contracted hundreds of
county services and ellminated nearly 4~OOO public employee positions; and
WHEREAS, there is substantial evidence that contracting out public
services to private firms has not resulted in projected cost savings and may
undermine the quality of public services; and
WHEREAS, the County of Los Angeles is the single largest employer
in the County and has provided significant minority emplo~ent opportunities; and
WHEREAS, contracting out public services has impacted the jobs of
minority public employees far in excess of their representation in the County
workforce; and
WHEREAS, no comprehensive review of the true costs and impacts of
the Los Angeles County contracting program has ever been conducted,
NOW~ THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby asks the 1989-90 Los Angeles
County Grand Jury to sponsor a comprehensive audit of all Proposition A contracts
since 1978.

SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be in full force
and effect.
