R-7761 e e CARS:BFM:DM:lb Council Meeting: February 14, 1989 Santa Monica, California RESOLUTION NO. 7761(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF AN EVENT ON A RACE ROUTE MORE FREQUENTLY THAN ONCE EVERY TWO MONTHS WHEREAS, pursuant to Section 8 of Resolution No. 6688 (CCS), the city council may authorize use of a race route more frequently than once every two months as set forth therein, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That on April 21 1989, between the hours of 10:00 a.m. and 5:00 p.m., participants in the Santa Monica Bed Race are authorized to conduct races along the following route: The entire route will be Ocean Avenue between California and Montana Avenues on the eastern side of the street. Races will proceed north on Ocean Avenue between washington Avenue and Idaho Avenue; with a staging area designated between California and Washington Avenues and a finish area between Idaho and Montana Avenues. SECTION 2. permission to conduct the parade is granted upon the following conditions: - 1 - e e a. The race route will be designated as Ocean Avenue between California Avenue and Montana Avenue from 10 a.m. to 5:00 p.m. b. Santa Monica Kiwanis Club shall: 1. Distribute flyers announcing the event, street closure times and alternate traffic routes, to all residents on Ocean Avenue between California Avenue and Montana Avenue, as well as to residents two blocks north, east, and south of the event route with flyer language approved in advance by Ci ty staff. 2. Provide insurance coverage in the amount of One Million Dollars ($1,000,000) per individual occurrence naming the City of Santa Monica as additional insured using the following language: "The City of Santa Monica, its City Council, commissions, officers, agents, employers, and shall be named as additional insured." 3. Obtain a Temporary Use Permit for the sale of beer on private property and provide liquor liability insurance in the amount of One Million Dollars ($1,000,000) per individual occurrence naming the city of Santa Monica as additional insured using the following language: "The city of Santa Monica, its ci ty Council, boards and commissions, officers, agents, employees, and volunteers shall be named as additional insured." 4. Fence off the entire alcohol beverage serving area and restrict entrance to persons 21 years of age or older. boards and volunteers - 2 - ,- e e 5. Arrange and pay for the necessary numher of police officers, as recommended by the Santa Monica Police Department for crowd and traffic control along the race route. 6. Pay for tlNO PARKING" meter bags on meters (where required) at a cost of Four Dollars ($4.00) per meter bag and "TEMPORARY NO PARKING" signs at a cost of One Dollar ($1.00) per sign. 8. Pay a $500.00 (Five Hundred Dollars) refundable deposit fee for trash clean up and rent trash bins from the City at Thirty-five Dollars ($35.00) each (minimum of three). SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: ~ ~ Q-~-~' ROBERT M.
