RESOLUTION NO. 7771

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
SETTING VIDEO PRODUCTION FEES
WHEREAS,
the Cable Division receives numerous requests
from the public, city Agencies and Staff to provide video
production services, especially the dubbing or copying of video
programs; and
WHEREAS, the Cable Division expends money to perform such
services for which it currently receives no reimbursement or
payment, and which is impacting the division's ability to produce
cable TV programming; and
WHEREAS, it is the policy of the City of Santa Monica to
charge for the full costs of services provided by city staff when
such services benefit individuals rather than members of the
community as a whole,
NOW, THEREFORE, THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1.
The following fee schedules are established
for the Cable Division:

Copies of CityTV programs on VHS tape:
Labor - $12 per hr. (min. 1 hr. charge)
Tape stock - $8 per blank VHS tape
Editing Services for City Internal Training or
Non-Cable Presentations:
$ 35 per hour off-line (cuts only editing)
plus labor cost
$ 75 per hour on-line (full edit suite usage)
plus labor cost
Shooting services:
$ 25 per hour labor (min. 4 hr. charge)
$500 per day for shooting utilizing city TV
cameras with 3/4" VTR
OR
$750 per day for shooting utilizing city TV
cameras with Betacam SP recorders
Multicamera production Van
$750.00 per 10 hour day:
Base truck including
Grass Valley SEG,
character generator,
video monitors, Sony
5800, SVHS VTR, test
package and one City-TV
staff member.
$125.00 per ikegami 730 AP Camera
$125.00 per BVW 35 Betacam VTR
$100.00 per BW 950 3/4" VTR
$ 50.00 Grip/lighting package
Note:
As configured the normal daily rate
for the production van with 3 cameras
and two recording VTR's would be
$1,300.00 per 10 hour day.
Overtime would be calculated at 20% of
the base rate per hour.

Production services for non-city non-commercial projects would be
negotiable.
Factors for consideration in making city TV
facilities available for outside use would include:
(1) city TV rights to air finished programs if suitable for
local cable channel.
(2) Amount of staff time required to assist in production of
project.
(3) Availability of cable staff.
(4) Amount of labor or in-kind donation traded for equipment
usage.
SECTION 2 .
All fees for the services provided in this
resolution shall be paid no later than thirty (30) days after
receipt of a bill for services from the city.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
