A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING THE NATIONAL
COMPREHENSIVE AFFORDABLE HOUSING ACT, H.R. 4727
WHEREAS, the federal government has increased military
spending by 64% between 1981 and 1989, from $182 billion to
$299.5 billion~ and
WHEREAS, the federal government has decreased spending for
housing assistance by 63% between 1981 and 1989, from $26 billion
to only $9.9 billion; and
WHEREAS, home ownership is declining for the first time in
over forty years, especially among younger families, and rents
are increasing beyond the ability of millions of residents to
afford them~ and
WHEREAS, homelessness is becoming an increasing problem in
the City of Santa Monica, especially for families with children;
and
WHEREAS, the City of Santa Monica is less able to meet
these needs due to federal cut-backs in General Revenue Sharing
and Community Development Block Grant funding,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1. The Mayor and City Council of the City of Santa
Monica hereby call upon the united states Conference of Mayors,
our Congressional Delegation, the united states Congress, and the
President of the United States to take steps to significantly
reduce the military budget,
increase federal funding for
affordable housing,
and enact the National
Comprehensive
Affordable Housing Act, H.R. 4727.
SECTION 2. The city Clerk shall cause this Resolution to
be published in the newspapers of general circulation in our City
and shall forward a copy of the Resolution to the united States
Conference of Mayors, our Congressional Delegation, and the
President of the united States.
SECTION 3 .
The City Manager is hereby authorized to
conduct a study of the benefits to the City of Santa Monica of
transferring funds from the military budget to affordable
housing.
This study shall specify the number of housing units
that would be provided by such a transfer of funds from the
military budget to the provision of affordable housing.
SECTION 4. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
