RESOLUTION NO. 9429
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
FI~l)ING THE CITY TO BE IN CO~TFORMANCE WITH THE
CONGESTION ~Ik'iAGEl\1E~l PROGRAM (CMP) AND ADOPTING
THE CMP LOCAL IMPLEME~TATION REPORT, I~ ACCORDANCE
WITH CALIFOR...'~A GOVERNMEl'i'T CODE SECTION 65089
WHEREAS, the Los Angeles County MetropolItan TransportatIon Authonty ("MTA"),
actIng as the CongestIOn Management Agency for Los Angeles County. adopted the 1997
CongestIon Management Program ("CMP") m November, 1997, and
WHEREAS. the adopted CMP requITes that MTA annually determme that the County and
ClUes wIthm the County. mcludmg the CIty of Santa MOllIca. are confornung to all CMP
reqUIrements; and
WHEREAS, the adopted CMP reqUIres submIttal to the MTA of a CMP local
ImplementatIOn report by September 1 of each year. and
WHEREAS, the CIty has prepared an unplementatIon report and the CIty Council receIved
the report and held a notIced publIc heanng on August 10, 1999,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS

SECTION 1 The CIty IS III conformance WIth all applIcable reqUIrements of the 1997
CMP havmg taken the followmg actIons
A) The CIty conducted traffic counts and calculated levels of serVIce for selected
artenal mtersectIOns. consIstent WIth the bIenrual reqUIrements Idennfied m the CMP HIghway and
Roadway System Chapter
B) The Cny has locally adopted and contIllues to Implement a transportatIOn demand
management ordmance, conSIstent WIth the mIlllIDUIll reqUIrements IdentIfied In the CMP
TransportatIon Demand Management Chapter
C) The CIty has locally adopted and COllnnues to IDlplement a land use analysIs
program, conSIstent with the mInImUm requuements IdentIfied In the CMP Land Use AnalysIs
Program Chapter
D) The Cny has prepared and adopted a Local ImplementatIon Report, attached hereto
and made a part hereof, conSIstent WIth the reqUIrements IdentIfied III the CMP This report
balances traffic congestIon Impacts due to grO\vth wIthm the CIty WIth transportatIon
unprovements, and demonstrates that the CIty IS meetmg ItS responsIbIlmes under the CountywIde
DefiCIency Plan

SECTION 2 That the CIty Clerk shall certIfy to the adopnon of tIllS Resolution, forward
a copy of thIS ResolutIon to the Los Angeles County MetropolItan TransportatIOn AuthorIty, and
thenceforth and thereafter the same shall be In full force and effect
