A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
AMENDING THE HOUSING ELEMENT OF THE CITY'S GENERAL PLAN
WHEREAS, the CIty of Santa MOnica adopted Its eXisting Housing Element on
September 28,1993, and
WHEREAS, the City Plannrng and Community Development Department began In
1995 to develop materials for the reVISion of the Housing Element, and
WHEREAS, on Apnl 24, 1995, August 5, 1995 and August 9, 1995 the City
conducted duly noticed public scoplng meeting and workshops to receive public Input on
areas of concern and Interest and to gather relevant Information, and
WHEREAS, on November 11, 1996 a draft of the 1998-2003 HOUSing Element
Update was released for public review and comment, and
WHEREAS, on December 11, 1996 a duly noticed special JOint meeting of the
Planning and HOUSing CommissIons was held to reView and comment upon the draft 1998-
2003 HOUSing Element Update, and
WHEREAS, on January 9 and January 16, 1997 the HOUSing Commission

conducted duly noticed public heanngs on the draft 1998-2003 Housing Element Update
and forwarded Its recommendation to the Planning Commission, and
WHEREAS, on January 15, 22, 29 and February 5,1997, the Planning CommIssion
conducted duly noticed public heanngs on the draft 1998-2003 Housing Element Update
and forwarded Its recommendation to the City Council, and
WHEREAS, on March 18, 25 and Apn115, 1997 the City CounCil conducted duly
noticed public heanngs on the Draft 1998-2003 Housing Element Update where It
considered the comments of the HOUSing Commission, the Arts Commission, the Rent
Control Board, the Planning Commission and the publiC, and approved In concept the Draft
HOUSing Element Update for transmittal to the State Department of the HOUSing and
Community Development, and
WHEREAS, In July, 1997, the Draft 1998-2003 HOUSing Element Update was
transmitted to the State Department of HOUSing and Community Development ("HCD") for
review and comment, and
WHEREAS, on August 22, 1997 the City met With HCD staff to diSCUSS the Draft
1998-2003 HOUSIng Element Update, and
WHEREAS, on August 28, 1997 the City transmitted to HCD addItional Information
and a response to claims raised by the Santa Monica HOUSing CounCil, and

WHEREAS, on September 5, 1997, HCD transmitted to the City Its comments upon
the draft 1998-2003 HOUSing Element Update, and
WHEREAS, on February 25, 1998, the Planning Commission conducted a duly
noticed public hearing on the draft 1998-2003 HOUSing Element Update and forwarded a
recommendation to the City CounCil to approve the HOUSing Element Update, and
WHEREAS, on Apn114, 1998, the City CounCil conducted a duly noticed public
hearing on the 1998-2003 HOUSing Element Update where It considered the comments of
the HOUSing CommIssion, Planning Commission, and HCD and approved the Housmg
Element Update, With modificatIons, and
WHEREAS, the City CounCil has considered the comments made by HCD, and
WHEREAS, the City CounCil has fully reviewed and considered the Final
EnvIronmental Impact Report In ItS deCISion-making process, and
WHEREAS, the City CounCil has adopted a Statement of Overriding
Considerations,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS

SECTION 1 The document attached hereto marked Exhibit A IS hereby approved
and adopted as the 1998-2003 Housing Element Update of the General Plan for the CIty
of Santa Monica
SECTION 2 As detailed below, and consistent with Government Code Section
65585(f)(1), In response to the findings made by HCD, the City Council has changed the
draft Housing Element to substantially comply wIth the requirements of Article 10 6 of the
Government Code
SECTION 3 The City Clerk shall certify to the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
