A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
ON THE 1998-2003 HOUSING ELEMENT UPDATE
WHEREAS, a Notice of Preparation of an Environmental Impact Report was
Issued on August 15, 1997; and
WHEREAS, a NotIce of Completion of a Draft EnvIronmental Impact Report was
published on December 5, 1997 In compliance With the California Environmental
Quality Act and the City of Santa MOnica CEQA GUidelines, and
WHEREAS, the Draft Environmental Impact Report was circulated for a 45-day
penod,and
WHEREAS, In February, 1998 the Final Environmental Impact Report was
published, and
WHEREAS, on March 4, 1998 the PlannIng Commission held a duly noticed
publiC heanng and reviewed and considered the contents of the Final EIR In Its
decIsion-making process, and

WHEREAS, the Planning CommIssion recommended certificatIOn of the Final
EIR, and
WHEREAS, In April, 1998 the City Council, as Lead City Agency, held a duly
noticed public meeting and reviewed the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS
SECTION 1 The City Council has reviewed and considered the Information
contained In the Final Environmental Impact Report on the 1998-2003 Housing Element
Update prior to acting on the proJect
SECTION 2 The City Council certifies that the environmental review for the
proJect was conducted In full compliance with State and City CEQA GUidelines, that
there was adequate public review of the Draft Environmental Impact Report, that It has
considered all comments on the Draft Environmental Impact Report and responses to
comments, that the Final Environmental Impact Report adequately discusses all
slgmflcant environmental Issues, that the Final Environmental Impact Report reflects
the Independent Judgement and analysIs of the City, and that the City Council has
consIdered the contents of the Final Environmental Impact Report In Its declslon-
making process

SECTION 3 The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be In full force and effect
